Description

Southern Water is finalising key components of it’s PR24 Business Case that supports the ambitions for a 2025-30 Smart Metering Programme.

Total Quantity or Scope

At Southern Water, we provide water supply and wastewater treatment services throughout the counties of Kent, Sussex and Hampshire - including the Isle of Wight, an area covering over 4000 square miles. We operate water and wastewater treatment centres and supply 530 million litres of water per day to 2.5 million customers. We also remove and treat 720 million litres of wastewater per day for 4.6 million customers. As part of our draft Water Resources Management Plan, we have set out our goals for enabling reductions in leakage and water usage, of which smart metering, through provision of frequent read data, is a critical enabler. Our universal metering programme delivered among the highest meter penetrations in the UK between 2010-2015, however many of those meters will reach end of life by 2030 (end of AMP8). Therefore, we have set out in our draft plan to replace all meters in AMP8 (between 2025-2030) with Smart AMI meters. We view this programme as an exciting opportunity to partner with supply chain partner(s) to deliver a critical step change in how we operate as a business, through the realisation of enriched Smart Meter data. We also consider it critical to ensure that we shape any potential tender correctly and we partner with suppliers in the right way that incentives the right outcomes and ensures success. For the avoidance of doubt, the purpose of this Periodic Indicative Notice (PIN) is to conduct a market testing exercise only and will not formally begin the procurement nor constitute any commitment by Southern Water to undertake any procurement exercise nor form a commercial strategy in a particular form. Sothern Water are looking at options on how to best partner with suppliers in the market through the issue of an RFI to assure understanding on capabilities, delivery considerations and cost mechanisms. Southern Water invites suppliers and potential investors to contribute to this exercise to better understand market capability, to help shape a potential subsequent tender to ensure success of the programme ambitions.
