Description

The Foreign Commonwealth and Development Office (“FCDO”) intend to engage the market in relation to this project as part of early market engagement activity in accordance with Regulation 40 of the Public Contracts Regulations 2015. The purpose of this PIN is to initiate market engagement and is not being used as a call for competition. This PIN is intended to: 1. Engage with and inform the market of the FCDO’s requirements, enabling potential contractors to better understand the scope of the requirement and the approach to the procurement process; 2. Request feedback from the market on FCDO’s procurement approach and provide an opportunity for potential contractors to feedback on requirements; and 3. Provide detail of the upcoming early market engagement event which will be held toward the end of week commencing 4th September 2023 – date TBC.

Total Quantity or Scope

The FCDO has a requirement to build a single-storey extension and remodel of the existing British High Commission in Maputo, Mozambique. This project aims to provide a modern, functional office for all FCDO operations in Maputo. Key project objectives include: 1. Quality – Good workmanship to provide a good quality working environment; the finish construction should be free from defects and able to meet the operational needs of the department. 2. High standard of Health and Safety – The management of the works is to be in accordance with the UK CDM Regulations 2015. 3. Sustainability – Improve the compounds sustainability practice. Best practice for sustainability standards are to be implemented including reaching a BREEAM target of “Good” 4. Security – Security is to be maintained at all times during the construction works, whilst maintaining BHC Security operations. The FCDO is seeking to appoint a Principal Contractor to deliver the Scope of Works comprising: • Refurbishment of the BHC Main Building and Guardhouses • Improvements to Gym Building • External landscape improvements • Construction of a new single storey extension building and connecting courtyard. The department are also considering the following additional scope: • Security improvements and minor refurbishments, including electrical alternations, to an offsite building. The estimated value of works is £7-10m. Please note that the value stated is an estimate at this stage and will be finalised within the Contract Notice. The form of contract is anticipated to be an NEC4 Engineering and Construction Contract, Option A: Fixed Price contract with Activity Schedule. However, this is subject to change. The anticipated Procurement Process to be run is Restricted Procedure in accordance with Regulation 28 of the Public Contract Regulations 2015. This is subject to change following agreement of the final procurement strategy. The procurement is planned to commence in October 2023, with an anticipated award date of August 2024. The anticipated start date for works on site is October 2024, with a planned completion date in June 2026. Please note at this stage these are anticipated dates and are subject to change.

The anticipated format of the market engagement will be a webinar whereby FCDO will introduce the project background, requirements, timelines and initial procurement approach. FCDO are also seeking feedback on our requirements and procurement approach.
