Description

This notice is only an invitation to express interest to participate in a market engagement exercise for the River Thames Scheme. The Environment Agency and Surrey County Council, through a collaborative partnership, are issuing this PIN for the purpose of seeking organisations that wish to take part in a final round of market engagement prior to commencing the procurement process for the Construction Partner.This round of market engagement shall provide an update on the procurement programme and the proposed commercial model and shall seek feedback on specific aspects such as tender timescales, contract clauses, incentivisation mechanism and risk allocation in order to finalise our procurement strategy.

Total Quantity or Scope

The Environment Agency and Surrey County Council are planning to commence a procurement process in September/October 2023 for a Construction Partner for the River Thames Scheme.The River Thames between Egham and Teddington is the largest area of undefended, developed floodplain in England. In the past, the area has suffered serious floods most recently in the winter of 2013/2014. The scope of the works includes the detailed design and construction of new flood channel built in 2 channel sections:First section (Runnymede channel) – Egham Hythe to ChertseySecond section (Shepperton channel) – Laleham to SheppertonOther works include the following areas:Includes increasing the flow capacity of existing Sunbury, Molesey and Teddington weirs;Increasing the capacity near the Desborough Cut;Utility diversion works;New road and pedestrian bridges to accommodate the new channel sections;New permanent compounds for Environment Agency operational use;Demolition of residential properties to make way for the Runnymede channel;Landscaping works including creation of areas for community use post construction and areas of habitat created to mitigate impacts during construction;Earthworks including excavation, material storage, treatment, logistics and disposal of material including landfill waste, topsoil, alluvium and gravels.In December 2020, the Secretary of State approved a request for the River Thames Scheme to be designated a Nationally Significant Infrastructure Project (NSIP). This means that the project team will apply for permission to build it through a Development Consent Order (DCO).
