Description
London Borough of Tower Hamlets invites suitable expressions of interest from Service Providers for the provision of Home Care also known as Domiciliary Care. The council is setting up a flexible framework agreement with suitably qualified and experienced Service Provider to provide Home Care. The ITT documentation details how the Council will award the contracts. This procurement is being conducted in accordance with the Public Contracts Regulations 2015 (the PCR). The procurement is subject to the 'light-touch regime' under Section 7 Social and Other Specific Services of Part 2 of the PCR. Under Regulation 76 the Council is free to establish its own procurement procedure, provided that the procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers) and is initiated by a contract notice. The procedure the Council has designed for establishing the Framework is based on the open procedure. The Council wants to ensure that people who live in Tower Hamlets and who have care and support needs receive high quality home care that promotes their wellbeing, values them as individuals and supports the outcomes that are important to them in their lives, maximise independence and connect them with their community. The Council's diversity is one of its greatest strengths and assets. Valuing Diversity is one of the Council's four core values hence Service Providers with the experiences and capability to promote diversity and equality in their service delivery are invited to bid for this tender. To enable the Council, meet its integrated approach in homecare services delivery, a locality approach has been employed. The Council is divided into 4 Localities; North West, North East, South East and South West. The framework agreement has two Lots: Lot 1 - Locality Providers (3 in each Locality and a maximum of 12) Lot 2 - Providers of individual packages of care (maximum of 14 per locality) Service Providers can only bid for one Lot: either Lot 1 or Lot 2.
