NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) are inviting suitably qualified and experienced providers to express their interest in the provision of a Community Youth Work Offer. The service aims to deliver local CYP Emotional Wellbeing and Mental Health outcomesWorking with system partners this service specification aims to deliver the following outcomes:• Children and young people (CYP) will be supported to have good emotional wellbeing and mental health• Negative effects of poor emotional wellbeing and mental health will be reduced• All CYP and their families have a positive experience of using emotional wellbeing and mental health services and are treated with kindness and respect by all staff they come into contact with. CYP and their families should be made to feel comfortable, safe and welcome at all times.• CYP and families (CYP&F) experience of all transitions is positive (including between services and completing treatment)• Services are delivered at the right time to meet the needs of the CYP&F • Practitioners are competent and confident to identify individuals whose emotional wellbeing and mental health needs would be better met by services offering support within other needs based groupings within the Thrive Framework and know how to access this support on behalf of the individual• Family members and carers feel competent and confident to effectively support the CYP they care for• All staff involved in providing this service will work in partnership to ensure that system resource is used effectively to improve the health and wellbeing of CYP• All staff will operate from an inclusive values base which recognises and respects diversityThe purpose of this advert is to invite the market to engage, provide feedback on the draft specification and register for an online market engagement event, which is scheduled on 29th August 2023 at 10am for the provision of a Community Youth Offer by testing key themes from the new service model and provide the ICB with valuable information to ensure that the Service Specification is fit for purpose.The deadline for Soft Market Testing responses is by 17:00 hours on 29th August 2023. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.It is anticipated that the contract period will be for an initial period of 2 years with the option to extend for up to a further 1 year, commencing 1st April 2024. The indicative contract value is £450,000 per annum. This is subject to review following the early engagement. The indicative timescales for the tender release date is scheduled for September 2023 but may be subject to change depending on the engagement feedback.

Project Reference C199419Community Youth Work Offer The Community Youth Work Offer will provide needs led emotional wellbeing and mental health support for young people aged 11-18 (inclusive) in Norfolk and Waveney with the overall aim to help young people achieve their goals and have improved mental health. The offer will provide one to one and group-based support using Youth Work approaches and will be closely linked to local Primary Care Networks. The offer will be made available for young people aged up to 25 where there are additional vulnerabilities meaning they would benefit from a youth work (rather than adult service) approach. Young people who access support from this offer are likely to be experiencing social, emotional, and mental health and wellbeing challenges and the provider will be experienced in providing support and promoting recovery for young people with these issues.
