Description
NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS Shared Business Services Limited (NHS SBS) has put in place a Framework Agreement for the provision of Patient Discharge and Mental Health Step Down Beds Services and related Goods and Services for Healthcare to be used by NHS SBS Approved Organisations. This procurement has been conducted under the Light Touch Regime ('LTR') and is therefore subject to limited regulation. It has been conducted in accordance with regulations 74 to 76 of PCR 2015 and relates to Schedule 3 of the Public Contracts Regulations 2015 (PCR) 2015 as a specific service. The framework includes: Lot 1 - Discharge to assess services Lot 2 - Third Party Brokerage Services Lot 3 - Virtual Ward Support Services Lot 4 - Mental Health Step Down Care Beds Services
Lot Division
1 | Discharge to Assess Services This lot aims to provide a flexible service for patients being discharged from hospital into an appropriate care setting. This service provision is to facilitate patient discharge not only from emergency departments but also from the wider acute hospital and community care settings. The service will provide the necessary assessment and enabling support required to take a medically stable person from the acute setting back home or to a more appropriate setting for assessment. Patients are supplied with short term, funded support to be discharged to their own home or another community setting (where appropriate). Assessment for longer-term care and support needs, which is signposted onto longer-term service, is undertaken in the most appropriate setting and at the right time for the person. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. |
2 | Third Party Brokerage Services This lot is to supply brokerage services for hospital patients whose needs are to be met when they are fit to be discharged from hospital. Bidders will deliver all the mandatory requirements as detailed in the Specification of the Framework Agreement. |
3 | Virtual Ward Support Services To supply a "secondary care" service within a patients care setting over a period up to 6 weeks. This is a virtual ward, and it is provided by a clinician in a variety of settings such as at home, onward care facilities etc. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. |
4 | Mental Health Step Down Care Beds Services This lot will be focused on securing Mental Health Step Down Care supported placements which must provide safe, rapid assessments with an outcome of accommodation that would support patients who are 18+ currently enduring mental ill-health and are being discharged from an acute ward for a period of up to six weeks. Bidders will deliver all the mandatory requirements as detailed in the Specification section of the Framework Agreement. |

In such cases, Call-off Contracts from this Framework will be unregulated purchases for the purposes of the Procurement Regulations, and Approved Organisations may, at their discretion, modify the terms and conditions of any Call-off Contracts to reflect that Approved Organisation's specific needs.
