Description

The opportunity is to deliver estate services – grounds maintenance and arboriculture services. Moat is seeking to enter into long-term partnering agreements with suitably qualified and experienced organisations to deliver high quality, customer-focussed and cost-effective services. Service delivery is anticipated to commence on Monday, 8th April 2024 for an initial period of 5 years to Sunday, 8th April 2029. Subject to satisfactory performance, Moat will have the option to extend for additional periods of up to five further years, unless the Contract ends or is terminated in accordance with the Conditions of Contract. The total maximum contract term, including possible extensions, is ten (10) years. Our corporate strategy includes commitments to the implementation of local offers to enable us to tailor our services for local needs, designed by local people. In support of this, we have divided our requirements across our geographical areas and are tendering on the basis of multiple lots for each service. Moat intends to award four contracts for the provision of grounds maintenance services and three contracts for the provision of arboriculture services. Bidders may bid for multiple lots, but it is not anticipated that multiple contracts will be awarded to a single Bidder for each service type. For example, this means that a Bidder may be awarded a contract for grounds maintenance services in one geographical area plus one further contract for arboriculture services in the same (or a different) geographical area.

Lot Division

1 Grounds Maintenance and Horticulture Services
  • Value: £6M

The requirements of this Grounds Maintenance Specification include the maintenance of all communal, soft, and hard landscape surfaces. This will include all communal areas, playgrounds, verges, gardens (and roof gardens where applicable), wooded areas, non-adopted roads and pathways/walkways (including covered walkways) under croft garages, gravel drying areas. The requirements of this Service include: • Grass cutting • Hedge maintenance • Litter picking and leaf clearance • Weed killing and moss removal • Shrub bed maintenance and planting • Hard and soft landscaping • The provision of an optional gardening scheme • Reporting of issues seen on site including, but not limited to: o hazards and/or defects which may harm visitors, Customers and/or any third parties. o criminal conduct and damage o abandoned vehicles. o bulk waste/fly tipping o concerns relating to Customer welfare and/or safeguarding matters.

5 Arboriculture Services
  • Value: £800K

The provision of tree surveys, a tree register and major Arboriculture Services to trees on communal areas of Moat-owned land, and, where directed by Moat, for trees in Customers’ own gardens. In addition to undertaking the duties associated with tree surveys and the management of trees, the Service Provider shall instruct their operatives to be aware of their responsibility to report any potentially damaged, dangerous, or infected trees that they notice when carrying out any other duties associated with the Contract. Any such observations of trees where urgent attention is needed shall be inspected by a qualified person and a report submitted to Moat immediately they are observed.

6 Arboriculture Services
  • Value: £575K

The provision of tree surveys, a tree register and major Arboriculture Services to trees on communal areas of Moat-owned land, and, where directed by Moat, for trees in Customers’ own gardens. In addition to undertaking the duties associated with tree surveys and the management of trees, the Service Provider shall instruct their operatives to be aware of their responsibility to report any potentially damaged, dangerous, or infected trees that they notice when carrying out any other duties associated with the Contract.
