Description
These works concern the replacement of VESDA (Very early smoke detection systems) that form part of the fire alarm system at the GRI. There are 40 panels that will be replaced throughout the site where the vast majority of the fire detection system is currently maintained and serviced by ADT. Due to the complexity and size of the project the service provider would be able to manage, mobilize and schedule these works within the required timescales. Much of the existing fire alarm system has been installed by ADT and progressing the upgrade of the existing VESDA panels would ensure that the site wide fire system was fully standardised by ADT. There are currently 3 static fire panels at the entrance to surgical, medical and central block within the GRI campus that are due for replacement. Within the Static system there are a number of fire detection devices, manual call points and repeater panels that are part of the Static system that have been identified for renewal also. It has been recognised that faults are being highlighted on the static front end system and the need for the renewal and transfer to a compatible digital addressable system are a matter of priority as the vast majority of the site fire alarm system installed elsewhere in the building are installed and maintained by ADT where the older static systems are being phased out to allow a fully integrated fire alarm system site wide. ADT provide maintenance and support for fire systems within GRI site and have on-site support covering reactive and planned maintenance of the fire system within the site where the technician has extensive knowledge of the systems. Due to the size and nature of the fire alarm system ADT are thought be the only service provider who could provide the installation. As previously mentioned much of the existing fire alarm system has been installed by ADT and progressing the upgrade of the old static system would ensure that the site wide fire system was fully standardised by the service provider ADT. The reason this requirement has been published as a VEAT in addition to above is that ADT are thought to be the only company that can access the current closed protocol panels and upload then to the new open protocol panels.
Total Quantity or Scope
As previously mentioned much of the existing fire alarm system has been installed by ADT and progressing the upgrade of the old static system would ensure that the site wide fire system was fully standardised and supported by the service provider ADT. The reason this requirement has been published as a VEAT in addition to above is that ADT are thought to be the only company that can access the current closed protocol panels and upload them to the new open protocol panels.

Legal Justification
Due to the size and nature of the fire alarm system ADT are thought be the only service provider who could provide the installation. ADT are thought to be the only company that can access the current closed protocol panels and upload then to the new open protocol panels. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: ‘The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)’ , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services. The contract will be in place until the 24/08/2024
