Description

The purpose of this notice is to inform the market that of a contract opportunity for advisory services, delivery agent and independent quality assurance services for delivery of the Warm Homes Programme.

Lot Division

1 Advice Services
  • Value: £14M

To provide a free to access Advice service that will be available to all households in Wales. It will offer impartial advice and support on energy efficiency (and bill reduction), water efficiency (and bill reduction), income maximisation, emissions reduction, how to best use any unfamiliar energy related technologies including heat pumps and to offer basic information and advice to those looking to install their own insulation, energy efficiency or renewable energy measures. The Advice service will also assess a householder’s eligibility to receive Welsh Government support to plan and install energy efficiency and low carbon heating measures. In addition, they will advise on alternative support which may be relevant to a caller . 2 Delivery Agent
  • Value: £210M

This service is targeted at owner occupiers and privately rented homes. Households will be eligible for support if they are on low incomes or in receipt of specified means tested benefits and living in dwellings with an EPC rating of E, F and G. Additionally, people with specified health conditions living in dwellings with an EPC of D will also be eligible. The Delivery Agent will scope, design and deliver energy efficiency measures to dwellings resulting in benefits of reduced energy costs and/ or improved comfort and wider outcomes for householders and carbon savings for Wales. 3 Independent Quality Assurance

An Independent Quality Assurance supplier will provide the Client with assurance along all stages of the Customer journey to ensure the scheme delivers its objectives and customer complaints are minimised.
