Description
This Invitation to Quote is for Minor Hand Surgery / Carpal Tunnel. The Minor Hand Surgery Service will be a Consultant led service with procedures undertaken by either a Consultant or suitably qualified practitioner with appropriate supervision and demonstrable competencies. The service is expected to provide the following minor hand procedures which require local block anesthesia and service shall not be provided to patients requiring General Anesthetic. • Carpal Tunnel Decompression • Trigger Finger Release Aims and objectives of service: • Provides a high quality and effective Hand Surgery service in a community location(s) within the Seisdon Locality that complies with best practice in line with national and local guidance and relevant guidelines and clinical practice. • Achievement of at least a 50% reduction in secondary care based Orthopaedic minor hand surgery interventions requiring local anaesthesia, specifically Carpal Tunnel Decompression, Trigger Finger Release • Provides choice to patients for Minor Hand Surgery • Provides rapid access to the service ensuring that all patients are treated in line with the 18 week referral to treatment target as a maximum • Delivers consistently good qualitative and clinical outcomes for service users • Ensures adherence to the Staffordshire and Stoke on Trent ICB Excluded and Restricted Procedures Policy, providing a surgical option to those patients who meet the criteria. • Ensures that all patients follow an agreed pathway that optimise clinical outcomes e.g. Map of Medicine, local and nationally developed pathways • Demonstrates equity of access • Works proactively with referring services/clinicians to create a seamless, consistently high-quality interface for patients requiring a surgical procedure • Reduces physical and associated disabilities that are caused by the hand conditions specified The premises must be based within a close proximity around Seisdon peninsula and within a close proximity of 1 mile radius of the boundaries of the Seisdon Peninsula. There were 66 carpal tunnel procedures carried out for the 22/23 period. The service will be available for 5 days per week Monday to Friday during practice opening times. The NHS Standard Contract will apply. The contract will be for a period of 36 months with a start date of 21st November 2023. The Commissioner has set an indicative affordability threshold of £30,000 per annum. The overall contract value for 36 months is £90,000. If the quote exceeds this amount, the submission will not be considered.

Under any future legislative proposals proposed and approved by Parliament, the Commissioning Organisations above may be subject to change. This procurement is for services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations('Regulations'). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations. The procedure which the contracting authorities are following is set out in the MOI. As the ICB is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
