Legal Justification
This is a relatively small modifications to a large integrated substance misuse service to increase capacity to support the treatment and recovery system in achieving the Office for Health Improvements & Disparities (OHID) targets. Because of this, a change of contractor is impractical from an economic perspective and because it could lead to disengagement of service users. The modification is not considered to be substantial and does not alter the overall nature of the contract pursuant to Regulation 72(1)(e).
