Description

Lancashire County Council (LCC) is seeking tenders from suitably qualified providers to deliver the Smokefree Lancashire Service. The Service will be available to all tobacco and nicotine users resident in the LCC footprint age 12 and over. This will include those who are temporarily resident, and those who work in the LCC footprint but live outside the area.The service will offer a combination of behavioural support, nicotine replacement therapy and access to e-cigarettes. The addition of e-cigarettes to the service offer follows evidence from NICE (National Institute of Care Excellence) and OHID (Office for Health Improvement and Disparities) (Office for Health Improvement and Disparities) and service user consultation which suggests that they are an effective quit aid that are much safer than smoking and offer an opportunity to engage more smokers and achieve a higher number of quits. The Service will deliver a specialist clinical service which will support the NHS CORE20PLUS5 and NHS Long Term plan agenda targets. The successful provider will utilise the tobacco control agenda, reducing health inequalities by developing a clinical specialist stop smoking service that will deliver against five core strands: Strand 1: Individuals - The Service will support individuals with a tobacco addiction to quit through a behaviour change and harm reduction model to reduce smoking prevalence in Lancashire. The successful provider will gather intelligence on smokers who access the service and those who don't. This will help to inform and shape the service model. Strand 2: Communities - The Service will develop and deliver a community outreach model that focusses on reducing smoking prevalence, preventing uptake, highlighting the harms, de-normalising the use of tobacco and promoting Smokefree environments. This model will be available for all communities in Lancashire but will focus on those with high levels of need. Strand 3: Strategic - The Service will build relationships with key partners to reduce inequalities in smoking related ill health. The successful provider will develop a systematic approach to achieving national and local strategic aims and ambitions. Strand 4: Data -The Service will gather data of those who smoke and access services. The full range of data will be used to analyse and inform the tobacco control agenda in Lancashire. Strand 5: Communications -The Service will adopt a consistent and targeted approach to communications and marketing in partnership with key stakeholders in Lancashire. LCC is not mandating any core premises but requires the Provider to have a physical presence in each of the 12 districts. The successful provider will be responsible for securing their own premises in suitable community venues.
