Description
The Interim Term Contracts for Asphalt Resurfacing - Phase 2 will include the following work activities: delivery of multiple concurrent resurfacing schemes; laying various types of asphalt, asphalt concrete and thin surfacing; reshaping of carriageways; adjustment of street furniture to new levels; adjustment/provision of kerb lines; adjustment/provision of carriageway drainage systems; delivery of traffic management; provision of road markings and studs and other associated ancillary works in the following contract areas: IAS3 Armagh, IAW6 Derry, IAN1 Ballymena, IAE1 Belfast North, IAW5 Cookstown, IAN2 Larne & Carrickfergus

Legal Justification
The Department experienced delays to the procurement of the ITCAR programme. These were caused by the impact of the Covid pandemic on Departmental and Economic Operator’s staff, extreme price fluctuations in construction materials and fuel during both the pandemic and the war in Ukraine. Significant resource funding pressures slowed recruitment of staff resulting in significant Dept vacancies. During 22/23, these issues resulted in reduced contract coverage for road maintenance works, exacerbating the ongoing deterioration of the network. To allow for essential improvements to the road network improving safety, the value of works provided through these contracts has increased, resulting in a need to increase contract values from those initially envisaged. This level of expenditure was unforeseen when the ITCAR strategy was published. A strategy for replacement contracts has completed consultation stages, the final report has been published, with procurement due to commence mid-2024.
