Description
Rushmoor Borough Council - the 'council' - is inviting expressions of interest from suitably qualified and experienced suppliers to undertake a major refurbishment of Aldershot Crematorium on a traditional works procurement basis with specific contractor's design portion elements. This will include for co-ordination with the council's appointed supplier of cremation equipment (Facultatieve Technologies - FT) during the period of the works. The council is currently at RIBA stage 4. Aldershot Crematorium is currently open for services five days a week, (Monday to Friday), and holds around 1,500 cremations a year (6 a day). However, service numbers have fallen in recent years and, whilst there are a number of factors that have contributed to this decline, the Council anticipate that extensive refurbishment of the building and the provision of two fully functional cremators, will help address this position. The council is targeting to have awarded the contract by 29th January 2024 to allow for commencement by mid-March 2024 and with the crematorium re-opening post works by the end of November 2024. During the refurbishment process, services will be held off-site at a nearby chapel, however, cremations will continue to take place at Aldershot Crematorium. Building works must be undertaken in a manner which ensures that there is at least one fully functional cremator available and accessible on site at all times. The estimated value of the works is £2,800,000 (excluding VAT). The council will undertake a procurement process to award the contract in general accordance with the Restricted Procedure, as set out within the Public Contracts Regulations (2015), in line with the summary programme set out below. The council reserves the right at its absolute discretion to depart from the regulations at any point during the procurement as these are below PCR (2015) threshold works. In broadly applying the Restricted Procedure the council is not giving rise to any legal obligation to run this procedure in accordance with the PCR (2015) rules. • Project published on Contracts Finder - Wednesday 13th September 2023 • SSQ and procurement documents published on ProContract/SEBP - Wednesday 13th September • Deadline for requests for clarification - Wednesday 27th September • SSQ submission deadline - Friday 6th October 12:00 • Notification of SSQ evaluation results - Monday 16th October • ITT and final procurement documents published on ProContract/SEBP - Monday 30th October • Tender return deadline - Friday 15th December 12:00 • Notification of Award decision - Monday 29th January • Works commencement Mid-March
