Description

South East London Integrated Care Board are re-procuring seven mental health supported accommodation services based in Southwark. The seven services are listed below and are organised into three lots. Each lot is organised by specialty and designed to support move on and continuity of care for services users on their recovery journey. Lot 1- Medium to high support needs • St. James • Dunton Road Lot 2- Forensic and complex needs • Milestone • Peckham Rye Lot 3- High support through step down • Kirkwood Road • Landcroft Road • Glengarry Road The aims of these short-term supported living services are to enable service users with severe and enduring mental health needs to gain skills for independence and provide the required support for mental health recovery. The Services will meet the needs of individuals who are leaving hospital or residential care services, or in some cases have a history of offending or being incarcerated. Service providers will also play a role in supporting service users to make connections in the local community to further enable recovery and confidence to live well in the community.

Total Quantity or Scope

The Services will: • Provide a skilled staff team where support workers are recovery focussed and deliver support according to the principles of psychologically informed environments (PIE) and trauma-informed care (TIC) • Support people to develop their ability to do things for themselves and to develop the skills necessary to move on to lower support accommodation or independent living • Deliver flexible levels of support with the agility to provide more intensive support when needed and increase the potential for long term recovery • Create an environment that facilitates access to employment, training, education and wider cultural, faith-based and community activities in line with individual preferences and goals • Provide an empowering service culture that enables service users to increase their confidence, assertiveness and awareness and build links in the local community • Work collaboratively with care coordinators, clinicians, and other relevant professionals and agencies, in order to ensure holistic and coordinated support for the individual. • Create a supported living environment to enable people to recover and develop the capacity to live more independently in their communities whilst managing risks associated with residents with a forensic history, where applicable. The Services will not offer permanent accommodation. The services will form part of the care pathway as service users progress on their recovery journey towards more permanent forms of housing or living. The Service Provider must make this clear to service users and discuss move-on with them from the earliest appropriate point in the placement. Length of stay will be based on evidenced service user need rather than an arbitrarily specified period, however an ambition of the service should be a length of stay of approximately 2 years, whilst still considering the individual needs and circumstances surrounding move on for service users. The Service Provider will support service users to move on as soon as they are ready to live in the identified next level of accommodation or supported living. The Service Provider will regularly review readiness to move-on – and barriers to move-on – and ensure that the residents Support Plan optimises move-on outcomes for service users. The ITT has been issued through the e-tendering portal. All Bidders wishing to participate in this ITT must complete the Selection Questionnaire and submit tenders for one or more lots that comply with the requirements. Bidders are required to complete the online questionnaires, and upload any attachments as indicated, onto the e-tendering portal before the Bid Submission Deadline

The ITT has been issued through the e-tendering portal. All Bidders wishing to participate must complete and submit Bids that comply with the requirements set out in the Document 1 - ITT Guidance Document.
