Description

This notice is published to advertise a market engagement exercise being conducted by the City of London Corporation (The City).

Total Quantity or Scope

The City of London Corporation are planning for the essential waste management infrastructure required to support future household growth, its significant transient population, construction waste generated by ongoing development and the requirements of the City’s business community. Current waste management infrastructure in the City of London is centred around Walbrook Wharf Waste Transfer Station, which was built to handle the majority of waste produced in the City of London and is situated along Upper Thames Street between Cannon Street Station railway bridge and Southwark Bridge. The transfer station is managed on the City’s behalf by Cory Environmental Ltd, who also operate the barge service and the Belvedere energy from waste facility which the waste is transferred to . This has a contract end date of 15 September 2027. Walbrook Wharf also accommodates the waste collection and street cleansing contract, acting as the main and only depot. The depot accommodates the salt store for essential winter maintenance, gritters, barrow park for manual street cleansing operations, staff mess facilities (changing rooms, showers etc.) bin storage, bin repair facility, operational office accommodation, parking for service vehicles, stores for items recovered from street, a washdown facility for the vehicles and includes a newly installed substation, required for the charging of the electric fleet, and a vehicle workshop. The current Waste & Cleansing contractor is Veolia ES with a contract end date of 5 April 2027. With the contract end dates approaching, the City is seeking views on the future procurement of services, including operation of the waste transfer station at Walbrook Wharf post-2027 along with market view on the potential future uses of the site.

The City wishes to engage with suppliers on the options for provision of future waste collection, cleansing and disposal services, and operation of a riparian transfer station at Walbrook Wharf post 2027. Further details are contained in this notice at section II.2.4 which sets out the issues on which the City is seeking feedback and views from the market. The initial stage of this market engagement asks interested parties to complete a short questionnaire. The date for submission of response is 17:00 27th October 2023 and, depending on the information provided, the City may seek to follow up with individual respondents or groups of respondents. Participation in this market engagement exercise is not a requirement for participation in any forthcoming procurement, which shall be formally commenced through publication of a contract notice. This market engagement exercise is being undertaken using the electronic tendering system ‘capitalEsourcing’ (www.capitalesourcing.com). Suppliers will need to register an interest on the system in order to participate and registration is free.
