The service will need to work closely with Commissioners and the Community Learning Disability Service (CLDS) as part of a continuous improvement and development approach, so it is able to deliver respite for an increased number of individuals with challenging behaviour and complex needs. The service is to be provided from the ground floor of a Council owned building in Sewardstone Road, E2 and the successful provider will be expected to enter into a lease arrangement with the Authority for the duration of the contract. The service must be person-centred with an emphasis on supporting individuals to set their own goals and develop their skills through active participation in a wide range of activities in the community and at the premises during their stay. Activities should meet people’s individual needs and aspirations. People must be able to participate in activities throughout the week, including weekends and evenings. This will include supporting people to continue to access any activities they regularly attend as well as providing activities or supporting them to participate in local and community activities during their stay. The service objectives are to provide respite to the full capacity of the premises for Tower Hamlets clients only who have respite allocated by the Community Learning Disability Service as part of their support plan. This will be as follows: • 1,825 planned stays (5 beds for 365 days per year); and • 730 emergency stays (2 beds for 365 days per year).
