Officer decision-making in Stop and Search The Mayor's Office of Policing and Crime (MOPAC) invites you to respond to this Invitation to Quote (ITQ) for the delivery of innovative and in-depth research analytics exploring disproportionality within Stop and Search. 'Stop and Search' is a tactic which is considered by policing to be operationally important, but one which is often divisive for London's communities, particularly its Black communities. November 2020 saw the publication of a Mayoral Action Plan to improve trust and confidence and to address community concerns relating to disproportionality in the use of certain policing powers that affect Black Londoners. This has been followed up with a Mayoral Disproportionality board which governs the issue. Specifically, this board has called for additional analytics to address the nature of disproportionality. We are seeking a provider to undertake qualitative in-depth research to explore police officer decision making during (and prior to) Stop and Search encounters.
