Description

Efficiency East Midlands (EEM Ltd) is a procurement consortium which establishes and manages a range of frameworks and DPS agreements. Our membership has now grown to over 300 members including organisations providing services to the whole public sector including housing associations, local authorities, NHS Trusts, Education Providers and Emergency Services. EEM Ltd will be conducting a tender exercise for the renewal of our existing Asbestos Services Framework (EEM0024) which will expire in May 2024. The framework is likely to be split into the following lots but the final lot structure will be confirmed within the tender documents and contract notice when published. The framework will support EEM Members by providing a Framework of contractors who are UKAS accredited to the latest standards and have suitable experience in undertaking Asbestos Surveys and Analytical Services and Asbestos Removal, Remediation and Disposal works in accordance with The Control of Asbestos Regulations 2012 and all relevant legislation, approved codes of practise (ACOPs) and HSE guidance. The framework will likely be split into core workstream lots: Lot 1 Asbestos Surveys and Analytical Services, Covering Midlands and National including London. Lot 2 Asbestos Removal, Remediation and Disposal Service, Covering Midlands and National including London

Lot Division

1 Asbestos Surveys and Analytical Services

Lot 1 - Asbestos Surveys and Analytical Services • Asbestos management surveys to domestic properties. • Asbestos management surveys to non-domestic properties and including areas of communal blocks, garages and community centres. • Asbestos refurbishment and demolition surveys to domestic properties • Asbestos refurbishment and demolition surveys to non-domestic properties and including areas of communal blocks, garages and community centres. • Asbestos air monitoring and tests including; o Background, leak and personal reassurance tests. o Four stage clearance process and certificate of reoccupation. o Any other air monitoring and testing. • Sampling Asbestos (ACM's) and provide results and reports to the Contracting Authority. o Asbestos bulk sampling, analysis and reporting. o Emergency; sampling, analysis and guidance. • Re-Inspection surveys to previously identified, presumed and sampled (ACMs) • Making good works to damage caused by intrusive surveys. • Reports and data issued to Contracting Authorities in agreed format. • Ensuring accurate data is sent to Contracting Authorities to enable asbestos registers and plans to remain up to date.

2 Asbestos Removal, Remediation and Disposal

Lot 2 - Asbestos Removal, Remediation and Disposal • Asbestos removal (Planned and Responsive); o Non-Licensed Works o Notifiable Non-Licensed Works o Licensed Asbestos Removal Works • Asbestos storage, transportation and disposal • Asbestos remediation and reinstatement work • Any other works associated with asbestos removal • Ensuring accurate data is sent to Contracting Authorities to enable asbestos registers and plans to remain up to date.
