Description
This contract notice is being issued in respect of issued as part of a Light Touch Regime (“LTR”) tender process for the provision of Surrey Children’s Community Health services (the “CCH Services”). The contract will be for an initial period of 6 years with optional further extension provisions for an additional 2 years (8 years total). This is an invitation to tender. This procurement is governed by the Public Contracts Regulations 2015 (PCR 2015) and the Procurement Patient Choice and Competition Regulations 2013 (PPCCR 2013). The Services required fall under Schedule 3 of PCR 2015. As a result, this procurement is undertaken under the LTR as detailed in Regulations 74 to 76 of the PCR 2015. The Contracting Authorities are using a procedure that is open to all interested Bidders with elements of Competitive Procedure with Negotiation (CPN). While the Contracting Authorities have elected for this procurement process to use an approach similar to the CPN procedure, the procurement is being undertaken under the LTR and the Contracting Authorities have created a process to be followed as outlined in the ITT. For the avoidance of doubt, regulation 29 of the PCR 2015 will not apply. The Contracting Authorities will follow the PCR 2015 principles of transparency, equal treatment and non-discrimination in conducting this procurement. Any interested organisation, Consortium or a collaboration with the experience, capability and capacity to deliver the ambition laid out in the tender documents may submit a tender return in response to this ITT. The Contracting Authorities welcome collaborations and partnerships, subject to them appointing a lead to act on their behalf as the lead contracting party taking overall responsibility for delivery of the CCH Service in accordance with the requirements of the Contract. The Contracting Authorities will be NHS Surrey Heartlands ICB (SHICB), NHS Frimley ICB, National Health Service England (South East) (“NHSE”) and Surrey County Council (SCC) (collectively known as the “Contracting Authorities”). SCC will be leading the procurement process on behalf of itself and the Contracting Authorities. The Contract will be awarded using a standard NHS contract, with standard terms and conditions and SHICB as the contract manager on behalf of all Contracting Authorities.

The Contracting Authorities vision is for Children’s Community Health Services to meet the needs of children and young people in Surrey (and parts of the geography covered by NHS Frimley ICB), reduce health inequalities and improve outcomes for children and young people. A single operating model that provides services at home, within neighbourhoods and across Surrey (and parts of the geography covered by NHS Frimley ICB), connecting and integrating with the wider children’s services and support is key to delivery. As is meeting the asks from children and young people to: • Understand us and our lives • Communicate with us • Help us with access The Contracting Authorities, want to see the Bidders work with the wider system to achieve the best possible outcomes for our children, young people and their families: • Children, young people and families will be empowered and have the tools to support their own health and wellbeing • Children, young people and their families have access to the right support for their health and wellbeing at the right time and can access it in a place that's convenient for them • There is a positive difference in the outcomes of children who may not otherwise achieve their full potential • The workforce confidently support early identification, prevention and early intervention • Children, young people and families have confidence in local services • There is a deep understanding of the needs of children, young people and families and this continually informs service delivery • Children, young people and families feel safe and are safeguarded • Young people and families are fully supported into and prepared for Adulthood The Recommended Bidder will be expected to provide a range of community health services for children and young people across Surrey (as identified in the Service Specification), including: • School Aged and Community 0-19 Immunisation Service • Universal Service Provision • Tongue Tie • Children with Additional Needs • Children’s Community Nursing • Safeguarding Children • Looked After Children and Care Leavers (LAC) • Multi Agency Partnership Arrangement • Children’s Continuing Care Evaluation of tenders is as published within the Invitation to Tender (ITT) guidance that can be found under reference RFX1000442 on Proactis through link above. The estimated total value does not include any inflationary adjustments. Inflationary adjustments will be applied annually based on the NHS inflator or deflator. It is proposed that the NHS inflator or deflator will be applied automatically to all areas of the contract, except for services funded by SCC’s Public Health service for which the NHS inflator or deflator will be the starting point, but a review will be conducted by SCC’s Public Health service with the Recommended Bidder to agree the inflationary adjustment if the increase to Public Health funding for any year of the contract is lower than the NHS net inflator.
