Description
Swindon Borough Council wishes to provide advance notification to the market of a forthcoming tender opportunity to appoint a single organisation for the supply and installation of fire doors and bird netting, plus associated works to high rise residential properties in Swindon Borough. This market assessment is not part of the procurement process, but is purely investigative in nature, to assist the Council in defining its specification and in understanding the level of market interest in this opportunity. This Notice and advert relates to early market engagement only and is NOT a call for competition (procurement/ tender documents are not available at this time). Any contracts for services, supplies or works relating to this exercise may be subject to separate procurement processes in accordance with the Public Contracts Regulations 2015 (as amended). All participants in this event shall be responsible for their own costs (including third party costs) and the Contracting Authority shall have no liability to any participant.
Total Quantity or Scope
As part of a programme of fire safety remediate works, Swindon Borough Council intends to replace the doors to 240 Council owned residential flats located in high-risk blocks 10 storeys high. The successful supplier will be required to supply AND install the doors. 100% Timber doors are required, with 44mm certified core to BS 476 Pt22:1987 or BS EN 1634-1:2014, 1000mm frame width with intumescent strips, and 6 panel lock door panel. Supply will also include locking mechanisms, door hinges, viewers, letter plates, security chain, door closer, drop seal, numbering, glazing, threshold, fanlight (where fitted), side panel (where fitted). The appointed supplier will be required to provide the Council with full Primary Test Evidence (PTE) from a UK registered testing facility that is 3rd party accredited. The PTE must itemise all the hardware used in the doorset submitted for burns testing, and must be supplied in digital format. ASSOCIATED WORKS required will include water pipe boxing compartmentation using aluminium U frame metal stud and 15mm fire board (to provide 60 minutes compartmentation) to be plastered and painted. In addition, the Council requires the replacement (supply and installation) of existing bird netting with fire retardant netting to 6 blocks. The Council invites suppliers to express their interest in this opportunity and take part in this early market engagement exercise by emailing tenderinghousingproperty@swindon.gov.uk to register their interest. Suppliers that respond will be provided with further technical specifications and location/ building details, plus a link to a short questionnaire around supply lead time & mobilisation, availability & capacity, and test certification requirements, for the purposes of helping the Council understand the deliverability of our requirements and appetite for the proposed approach. The Council may wish to conduct further engagement following any responses received, for example to discuss any delivery challenges or risks identified by suppliers. Subject to internal approvals, it is the Council’s intention that the procurement will follow the Open procedure and will follow the timetable set out above. Supplier feedback/ comment on this procedure and timeline are also invited. Suppliers interested in taking part in this soft market testing are requested to respond to this PIN by 17:00 on 23/10/2023, with comments (via the questionnaire) to be received by 25/10/2023. For the avoidance of doubt, no information provided in response to this SMT/questionnaire/event will be used by the Council in assessing providers during any future procurement process.
