Description
Wrexham County Borough Council (the Purchaser) is seeking qualified Providers, licensed under the ‘Rent Smart Wales’ scheme, to join a formal Dynamic Purchasing System (DPS), providing temporary accommodation for homeless households.

1 | Emergency Accommodation (bed and breakfast-type accommodation) - Fully furnished en-suite rooms of various sizes without cooking facilities - Spot-purchased and paid for on a nightly basis - Rate is inclusive of all charges These rooms are used on an emergency basis for all household types; the length of use for and paid for on a nightly basis. The nightly rate quoted is inclusive of bills. This covers water, gas, electric and council tax. The Provider agrees to manage and pay for these expenses. The Dynamic Purchasing System (DPS) model provides flexibility both for the Council and Providers as new Providers can, having met the inclusion and selection criteria, join the DPS throughout its duration. It will remain open for a period of 4 years and there is no limit to the number of Providers included on it. Any Provider that is unsuccessful when applying to join may reapply at any time. |

The Purchaser is facing increasing demand for temporary accommodation and is seeking to use a new approach with a flexible, reactive service for initial short-term housing and a proactive strategy to procure increased numbers of Private Sector-Leased properties to provide longer-term solutions for homeless families. The contract falls under the Lighter Touch Regime of the EU Regulations 2015 and will be procured in-line with light touch requirements. The DPS will be managed with a mixture of mini-competitions, property offers and negotiated agreements with providers, using a flexible approach to match the needs of the fast moving and challenging service. The contract will be managed by the Purchaser’s Homelessness Team and will comprise of Emergency Accommodation, Short-term Accommodation and Annexes. Definitions of these property types, as accepted by the Purchaser, are included in this notice and in the tender documentation. The Purchaser is looking for tender applications from Providers that are able to meet the required service outcomes, as detailed below, for the Provision of Temporary Accommodation for Wrexham County Borough Council’s Homeless Clients. Wrexham County Borough Council (the Purchaser) is looking to appoint those Providers onto a DPS that can provide the various types of temporary accommodation required to meet its obligations. The DPS will run for a period of 4 years As part of the Purchaser’s statutory obligations, under part 7 of the Housing Act 1996, as amended in 2002, (section 188, and temporary interim accommodation) it must provide a range of accommodation assistance for disadvantaged and vulnerable sections of the community who have, in one way or another, become homeless. These groups include: - Families. - Persons with chaotic issues. - Single persons. - Persons with a disability. All of the accommodation must be self-contained, catering for a single person/s or a family (usually no more than 2 adults with 3 children). All temporary accommodation must ideally be located within Wrexham County Borough although property outside the County Borough will be considered. The type of requirement and service provision will vary, depending on the needs of the client. Full details of this are provided in the Service Specification. The accommodation Provider/s must be able to offer 24-hour, emergency provision of temporary, interim accommodation, as and when required, for 7 days a week. This could be outside of the Purchaser’s normal working hours which are between 09:00 and 17:00, Monday to Friday (except bank holidays). This is a reactive service which is unpredictable in nature. Accommodation may be required for one or more nights, with most stays being less than seven nights, but can be longer if required. (WA Ref:135427)
