Description
In line with the UK`s preparation for Plasma for Medicines, The Scottish National Blood Transfusion Service (SNBTS) have been requested to prepare for the introduction of HAV and Parvo B19 testing. HAV and Parvo B19 testing can be performed on current SNBTS equipment that is used for testing of Hepatitis B (HCV).
Total Quantity or Scope
In line with the UK`s preparation for Plasma for Medicines, the Scottish National Blood Transfusion Service (SNBTS) have been requested to prepare for the introduction of HAV and Parvo B19 testing. HAV and Parvo B19 testing can be performed on current SNBTS equipment that is used for testing of Hepatitis B (HCV). The intention would be to add HAV and Parvo B19 testing from April 2024 – 31st October 2025 (19 months). The project to replace the current contract is due to commence next year and these tests will be included as part of this.

Legal Justification
Any new contract will only be for a period of 19 months, contracts of this type are generally for periods of 5 – 7 years (with options for extensions). The project to replace the current contract is due to commence next year and these tests will be included as part of this. Due to the time that it takes to conduct a procurement exercise and the resulting quality validations that are required for any change in equipment or consumables SNBTS require a minimum period of 6 months from contract award until go live. This then allows all areas of functionality to be checked off and confirmed in line with SNBTS quality requirements. With the current equipment SNBTS can implement the testing required without having to replace the equipment and conduct validations. With adding the tests to the current contract means that SNBTS will be able to implement the tests in a timely manner.
