Legal Justification
Coventry University Services Ltd, working on behalf of Driving the Electric Revolution (DER), will deliver the UK National Power Electronic Machines Drove (PEMD) Hub. The Hub will impartially curate, organise and host a range of innovative and traditional courses that meets industry needs and encourages the community to share PEMD skills. The Hub will simplify, encourage, and facilitate interaction between recruiters, universities, training providers and current and future workforce. Development of the hub platform has a number of very specific requirements that make a procurement process unsuitable. The Hub is at a critical stage of delivery and has strict requirements for the launch date of the digital platform. In order to manage the risk to the project and Coventry University group, development must commence immediately and proceed at pace. 1. The development needs to integrate with existing systems. Due to previous work with Whitespace Global Ltd, the supplier has an understanding of the technical requirements and platforms currently in use. The short timescale necessary for the development means that the time taken to achieve the same level of understanding with another supplier would jeopardise the project. 2. Scoping exercises previously managed by Whitespace Global Ltd have resulted in development of a unique Intellectual Property. This means that only Whitespace Global Ltd is capable of meeting the deadline for completion of development and avoid delays which would be detrimental to the skills hub and Coventry University group.
