Total Quantity or Scope
HR and Payroll System required for Line Managers to see High level information, functionality for staff absence, candidate engagement, transformation and analytics. Awarded under Regulation 32 2 (C)– Use of Negotiated Procedure without prior publication is being utilised to Direct Award to Access People XD. The grounds for this award are that the system implementation dates are extremely tight and would not work in line with any procurement timeline, the contracting authority have been forced to obtain a new system due to their current system becoming incompatible. The new system must have parallel runs in both February and March 2024, which requires the implementation process to begin in October 2023 to meet the timescales. The College considered many other systems with demonstrations with no frameworks offering the required flexibility within their scope.

Legal Justification
The College have looked at several systems and have had demonstrations before identifying Access as the ideal supplier for their needs. For this reason and due to time constraints around data transfer for a new system it was agreed that a Direct Award would go to Access People XD. Regulation 32 2 (C) The new system must have parallel runs Feb & March 2024 and required it to be installed by Oct 23

In the first instance, candidates should register with www.multiquote.com and express an interest in the contract, full details of the contract will be available. The Contracting Authority shall not be under any obligation to accept any tender. The Contracting Authority reserves the right to cancel the entire or parts of the tender, without such an action conferring any right to compensation on the Tenderers. The Contracting Authority has no liability to settle any cost incurred by the tenderer as a result of the tendering procedure.
