Description
To inform the development of the Outline Business Case and procurement strategy, WRWA is engaging with the market to better understand the interest, capacity and infrastructure the market has in providing the Services (in their entirety or specific elements or a proportion of specific elements).
Total Quantity or Scope
WRWA is responsible for the treatment of municipal waste collected by the London Boroughs of Hammersmith & Fulham, Lambeth and Wandsworth and the Royal Borough of Kensington and Chelsea (the Constituent Councils). WRWA is also responsible for the provision of a Household Waste and Recycling Centre. The current integrated Waste Management Services Agreement (WMSA), signed in 2002 with Cory Environmental Limited (Cory), includes infrastructure for waste reception, transfer, a materials recovery facility (MRF), bulk transport (mainly riparian), treatment through energy from waste and the provision of a Household Waste Recycling Centre (HWRC) for use by the general public (collectively “the Services”). Cory has a number of sub-contractors for selected services, including the haulage and offtake of MRF materials. The WMSA Contract expires in October 2032. A new Joint Municipal Waste Management Strategy (JMWMS) for WRWA and its Constituent Councils for the period from 2025 to 2040 is being developed and is due to be completed by the end of 2024. The JMWMS will set out a direction of travel for the future management of waste for WRWA and its constituent councils including an ambition to: - reduce the environmental impact of its operations; - increase recycling levels; and - lower costs. WRWA is currently developing its Outline Business Case and procurement strategy to deliver new arrangements that conform with the JMWMS in time for expiry of the WMSA (the "Requirement"). … Consequently, WRWA invites you to respond to some or all of the questions set out in the Preliminary Market Consultation Questionnaire, depending on which areas are more pertinent to your business. WRWA may also invite respondents to an in-person meeting to discuss responses in greater detail. The Preliminary Market Consultation Briefing Note is available from myTenders. All responses to the questions will be taken into account in the development of WRWA’s Outline Business Case and procurement strategy.
