Legal Justification
No other reasonable alternative exists for this procurement of test kits and maintenance for existing equipment. These goods/services are essential to permit the newborn blood spot screening programmes for Congenital Hypothyroidism (CHT) and Cystic Fibrosis (CF) to continue. This service is critical and is part of the overall new-born blood spot screening programme for Northern Ireland. Early diagnosis and treatment is essential to reducing the long-term morbidity associated with these conditions. Revvity are the sole supplier of these test kits and have exclusive rights to maintain and support existing equipment. An advertised tender for these goods and services was withdrawn due to laboratory estate limitations, major structural work is required to facilitate tender progression. This procurement is required as an interim measure, when estates and structural work has been completed the wider market will be consulted as part of a future tender process for these goods and services. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
