Description

Cardiff Council Social Services and the Vale of Glamorgan Council Social Services Departments are commissioning Independent Professional Advocacy services across the region to: Adopt a systemic co-productive approach with all stakeholders across the region. Form purposeful, collaborative relationships between local authorities, health boards, Providers and the people who use the services. Share common understanding of what advocacy is and the specific role of Independent Professional Advocacy (IPA). Share a common agreement about when Independent Professional Advocacy is appropriate and always considering its accessibility and application alongside other forms of advocacy. The service will be provided across two Lots for Cardiff Council: Lot 1 - IPA for older adults aged 55 and over, including care home advocacy; for younger adults with a Physical & Sensory Impairment and for those with Mental Ill-health and/or Substance Misuse Lot 2 - IPA for adults aged 18 and over living with learning disabilities including autism. The service will be provided across three Lots for The Vale of Glamorgan: Lot 3 - IPA for older adults aged 55 and over, including care home advocacy. Lot 4 - IPA for adults aged 18 and over living with learning disabilities including autism. Lot 5 - IPA for all other adults with care and support needs.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: Local authorities with local health board providers must support social value and community benefits with organisations to develop a shared understanding of the common agenda, and to share and develop good practice.
