A Public Contract for the Storage, Distribution and in some cases Recycling of Emergency Planning Stockpiles for NHS Scotland.
Lot Division
1 | Storage and Distribution of Pandemic Influenza Antivirals This Lot is for the Storage and Distribution of Pandemic Influenza Antivirals (PIPP) on behalf of NHS Scotland. This lot consists of approximately 1,100 pallets of ambient medicines and consumables that are stockpiled in the event of a Pandemic Influenza outbreak. Distribution is required to pre-defined NHS Scotland sites in the event of stockpile deployment and there is a requirement for pre-loading remote sites with stock throughout the duration of the contract in line with product expiry dates. |
2 | Storage, Distribution and Recycling of Antibiotics and IV Fluids This Lot is for the Storage, Distribution and Recycling of Antibiotics and IV Fluids Stockpiles on behalf of NHS Scotland This lot consists of approximately 400 pallets that require to be stored in an ambient temperature environment. The products in this lot are recycled into the secondary care business as usual supply chain based on expiry dates and forecasted demand. |
3 | Storage and Distribution of CBRN (Chemical, Biological, Radiological, Nuclear) agents This Lot is for the Storage and Distribution of CBRN agents on behalf of NHS Scotland. This lot consists of approximately 80 pallets of ambient medicines and consumables and 1 pallet that requires cold storage that are stockpiled in the event of a CBRN event. Distribution would be required to pre-defined NHS Scotland sites in the event of stockpile deployment and there may be a requirement for pre-loading remote sites with stock throughout the duration of the contract in line with product expiry dates. Please note there is a clause in this lot that the contractor must be able to deliver to all mainland health boards within 5 hours. |
4 | Storage, Distribution and Recycling of CRRT Medicines This lot is for the Storage, Distribution and Recycling of Continuous Renal Replacement Therapy (CRRT) Medicines on behalf of NHS Scotland. This lot consists of approximately 4 pallets which require to be held at ambient temperature and products are recycled into the secondary care business as usual supply chain based on expiry dates and forecasted demand. |
5 | Storage, Distribution and Recycling of the Critical Care/ITU Stockpile This Lot is for the Storage, Distribution and Recycling of the Critical Care/ITU Stockpile on behalf of NHS Scotland. This lot consists of approximately 90 pallets requiring ambient temperature storage, approximately 23 requiring secure Controlled Drug storage and 7 requiring cold storage. Products in this lot are recycled into the secondary care business as usual supply chain based on expiry dates and forecasted demand. |

Legal Justification
This VEAT Notice is to advise the need for modification to meet the additional demands of the Scottish Health and Social Care sector during the Covid-19 pandemic and associated recovery, to maintain supply and remove unnecessary disruption from the Authority at this time in line with Regulation 72(1)(b) of the Public Contracts (Scotland) Regulations 2015.
Other Information
The estimated value of the Contract referred to in Sections II.1.7 and V.2.4 in each of the five (5) lots cover the twelve (12) month duration of the proposed modification period of the Contract. (SC Ref:748266)
