Legal Justification

Possible introduction of Deposit Return scheme was unforeseen and directly impacts on this service as the kerbside collection service includes collection of glass / bottles from residents. The need for this extension is due to the further delay to DRS implementation announced by the Government. Continuing uncertainty within the marketplace does not allow a new tender exercise to be conducted effectively this requiring a further extension.
