Description

Devon County Council (DCC) currently has a range of term contracts for the servicing, inspection and testing of mechanical and electrical plant within its Estate which come to an end on the 31st March 2024. DCC is re-procuring the services provided by these contracts to ensure on going regulatory compliance and effective operation of the installations. The services required under the contract include the servicing, inspection and testing (Planned Services) of mechanical and electrical installations covered by each Lot along with breakdowns, repairs and renewals (Reactive Services) as defined in the Invitation to Tender. The contracts typically, but not exclusively, covers offices and other corporate buildings, social care units, specialist units, farms, libraries managed by Libraries Unlimited South West*, youth centres run by DYS Space Ltd* and schools* within in Devon who subscribe to collective arrangements for the maintenance of electrical and mechanical plant which in total covers circa 395 sites and approximately 5,700 items of plant, the actual number of sites and items of plant covered will vary by Lot. The services required have been divided into the following Lots: Lot 1 - Air conditioning and heating plant servicing and inspection including gas tightness testing Lot 2 – Electrical Testing, Fire Alarm, Emergency Lighting and Electric Vehicle Charging Point Inspection and Servicing Lot 3 - Automatic doors servicing and inspection Lot 4 - Kitchen extract fan and canopy servicing and inspection Lot 5 - Sewage treatment plant servicing and inspection Lot 6 - Water quality inspections and thermostatic mixing valve servicing and inspection Lot 7 - Lift servicing and inspection Lot 8 - Lightning protection installation testing and inspection DCC wishes to appoint a single appropriately experienced and competent contractor per Lot to undertake for provision of services across the geographical area managed by DCC. Contractors are able to bid for any number of Lots and may be awarded multiple lots. The contracts are for an initial period of four years with the option on the part of DCC to extend with the agreement of the appointed contractor for up to a further four years in 24 month increments. * See Section VI.3. Lot Division

1 Air Conditioning and Heating Plant Servicing and Inspection Including Gas Tightness Testing
  • Value: £2M

Servicing and inspection of air conditioning and heating plant installations including undertaking gas tightness testing across approximately 285 sites. The contract also includes the provision of a call out service to attend to breakdowns and the completion of repairs and renewals (when commissioned). The Lot covers approximately 815 items of heating plant at 260 sites, 345 items of air conditioning/heat pump plant at 70 sites along with gas tightness testing to approximately 270 installations at 190 sites. Note, all figures are approximate, the tender documents confirm the sites and equipment covered by the Lot.

2 Electrical Testing, Fire Alarm, Emergency Lighting and Electric Vehicle Charging Point Inspection and Servicing
  • Value: £1M

Periodic testing of electrical installations, the servicing and testing of fire alarms and emergency lighting installations and the test and inspection of electric vehicle charging points across a total of approximately 375 sites. The contract also includes the provision of a call out service to attend to breakdowns and the completion of repairs and renewals (when commissioned). The Lot covers the electrical testing at approximately 335 sites, the servicing and testing of fire alarms at approximately 260 sites and the testing of emergency lighting at approximately255 sites along with the testing and inspection of approximately 25 EV charging posts at 8 sites. 3 Automatic Door Servicing and Inspection
  • Value: £140K

Servicing and inspection of automatic door installations at approximately 85 sites covering 175 door installations. The contract also includes the provision of a call out service to attend to breakdowns and the completion of repairs and renewals (when commissioned). 4 Kitchen Extract Fan and Canopy Servicing and Inspection

Servicing and inspection of kitchen extract fan and canopy installations including cleaning of associated ducting at approximately 170 sites. The contract also includes the provision of a call out service to attend to breakdowns and the completion of repairs and renewals (when commissioned). 5 Sewage Treatment Plant Servicing and Inspection

Servicing and inspection of sewage treatment plant installations at approximately 30 sites. The contract also includes the provision of a call out service to attend to breakdowns and the completion of repairs and renewals (when commissioned). 6 Water Quality Inspections and Thermostatic Mixing Valve Servicing and Inspection

Water quality inspections and servicing of thermostatic mixing valve installations across a total of approximately 235 sites. The contract also includes the completion of repairs and renewals (when commissioned). The Lot covers water quality inspections at approximately 235 sites and the testing and servicing of approximately 2,615 thermostatic mixing values across 185 sites. 7 Lift Servicing and Inspection

Servicing and inspection of lift installations across approximately 60 sites covering approximately 90 lift installations. The contract also includes the provision of a call out service to attend to breakdowns and the completion of repairs and renewals (when commissioned). 8 Lightning Protection Installation Testing and Inspection

The following organisations may use the contract for servicing, inspection and testing of installations (Planned Services): - Devon County Council - Libraries Unlimited South West (Company Number 09822597), who currently provide public library services on behalf of DCC within Devon and DYS Space Ltd (Company Number 10229618) who currently provide youth services on behalf of DCC within Devon or any successor body to these organisations appointed by DCC. Any Planned Services commissioned by Libraries Unlimited South West or DYS Space Ltd will be subject to separate contracts with the appointed contractor. The following organisations may use the contract for breakdowns, repair and renewal of installations (Reactive Services): - Devon County Council - any local authority maintained schools school within the Local Education Authority areas of Devon County Council, details of which can be found here: https://get-information-schools.service.gov.uk/, who from time to time subscribe to the collective non-profit making servicing and inspection scheme for mechanical and electrical installations known as the ‘Devon Maintenance Partnership’ which is operated by Devon County Council. Schools that currently subscribe to the Devon Maintenance Partnership are identified within the Invitation to Tender. Any Reactive Services commissioned by schools will be subject to separate contracts with the appointed contractor. - Libraries Unlimited South West (Company Number 09822597), who currently provide public library services on behalf of DCC within Devon and DYS Space Ltd (Company Number 10229618) who currently provide youth services on behalf of DCC within Devon or any successor body to these organisations appointed by DCC. Any Reactive Services commissioned by Libraries Unlimited South West or DYS Space Ltd will be subject to separate contracts with the appointed contractor. The authority reserves the right to cancel the procurement process at any stage. The authority does not bind itself to accept the lowest or any tender, and reserve the right not to award a contract. The authority reserves the right to award the contract in part, or to call for new tenders should they consider this necessary. Economic operators remain responsible for all costs and expenses incurred by them or by any third party acting under instructions from them in connection with their participation in this procurement, whether incurred directly by them or their advisors or subcontractors and regardless of whether such costs arise as a consequence direct or indirect of any amendments to documents issued by the authority at any time, or as a consequence of the cancellation of the procurement by the authority. For the avoidance of doubt, the authority shall have no liability whatsoever to economic operators or their advisors or subcontractors, for any of their costs, including but not limited to those for any discussions or communications. Any contract(s) or agreement(s) entered into as a result of this contract notice shall be considered as a contract(s) or agreement(s) made under English law and subject to the exclusive jurisdiction of the English courts. If an economic operator considers that any information supplied by it during this procurement process is commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity as well as the duration of that sensitivity specified. Economic operators should be aware that even where they have indicated that information is commercially sensitive, the authority may disclose it pursuant to the Freedom of Information Act 2000 in response to a request for information where such disclosure is considered to be in the public interest. Please note that the receipt by any of the authority of any materials marked ‘confidential’ or equivalent shall not be taken to mean that the authority accepts any duty of confidence by virtue of that marking.
