Description

The Council of the London Borough of Redbridge (“the Authority”) are seeking Tenders from suitably experienced and qualified organisations for the Framework Agreement for the provision of Children and Families supported outreach services. The service shall commence on 1st March 2024 and shall continue up to and including 29th February 2028 (“the Contract Period”). The Framework Agreement for the Provision of Supported Outreach Service will consist of the following: Lot 1: Contact: Such as family support, befriending, advice and assistance Lot 2: Provision of support around family contact visits for children known to Redbridge Children and Families Service. The aims and objectives of the Supported Outreach Services are as follows: 1) Ensure that all service users have access to a high quality, outreach specific, intervention delivered consistently, transparently and in accordance with the parameters set by the referrer. 2) To provide a seamless transfer of information from the outreach provider to the commissioner of the service in the form of timely, detailed and accurate outreach reports. 3) To provide culturally, gender and age-appropriate interventions to children and families either in their own home or a designated delivery site e.g. a residential setting, school or a hospital. 4) To aid identification of families that may need immediate safeguarding or other additional interventions. 5) To enable children and families to achieve mutually agreed goals to maximize their independence, parenting capacity or safeguarding abilities. 6) To ensure children, families and carer's are involved in the intervention process. 7) To provide highly, specialist outreach work in a multi-disciplinary setting, including working with a range of social work teams. 8) To develop strong relationships with relevant agencies (statutory and non-statutory) along wider children and families' services to a smooth transition of support.
