Description

This PIN does not constitute the start of any procurement activity or resultant contract - it is for information only, to inform Industry on the next stage of the Land-Ground Based Air Defence GBAD programme. This PIN is the second within a series informing Industry of the strategic direction of the Land Ground Based Air Defence (Land GBAD) Programme. The intent of this PIN is to provide notification of a planned further Market Interest Day (MID2) to be held 22nd January 2024 (venue in Bristol) which will outline and advise Industry Partners the next planned phase of the Land GBAD programme.

Total Quantity or Scope

The Land GBAD Programme has been established in response to Army’s requirement for a fully integrated Air Defence system of systems. This is a Category A Government Major Project Portfolio (GMPP) programme. This will be an enduring capability that will be delivered through incremental capability uplifts over the next 10 years. The identified Single Statement of User Need (SSUN) for Land GBAD is stated as: “Land GBAD must provide sufficient, effective capability to defeat, deter and warn of specified aerial threats (including aircraft, missiles, munitions and Uncrewed Aircraft Systems (UAS)), in order to prevent adversary interference from the air inhibiting Joint Force freedom of manoeuvre. Land GBAD will provide lethal and non-lethal defeat mechanisms and will minimise the risk it presents to friendly and neutral air users. Land GBAD capabilities will be layered, integrated and scalable for up to divisional level operations, and for contribution to joint and multi-national multi-domain operations. Land GBAD will be deployable for operations to Protect, Engage and Constrain and for Warfighting” Identified capabilities to be delivered and enhanced by the Land GBAD programme include: • Short-Range Air Defence (SHORAD); • Medium-Range Air Defence (MRAD); • Counter Small Aerial Targets (C-SAT) for SHORAD and MRAD; and • All Arms Counter Small Uncrewed Aircraft Systems (All Arms C-sUAS). • Command and Control These capabilities will be incrementally delivered as a multifaceted and multi-layered programme over a 10-year period. Aerial threats to be targeted range from Class 1 Uncrewed Aircraft Systems (UAS), loitering munitions, attack helicopters, cruise missiles and fixed wing aircraft. Subject to later funding the programme has potential for longer range munitions and the introduction of future novel weapons. A previous Market Interest Day was held in October 2022 to offer early engagement with Industry to outline the aims and approach of the Land GBAD programme and to seek ideas, perspectives, and insights as to the suitability and feasibility of this approach. A series of bi-lateral meetings with all interested Industry participants were also held in 2023 to seek further feedback on the programme. The intent of MID2 is to discuss with Industry how The Authority intend to develop requirements and contracting strategies during the next phase of the programme, Capability Uplift 2 (CUP2) and to hear Industry feedback. It is envisaged that there will be opportunities in the following areas, via a mix of Single Source and Competition from 2025 onwards. • Sensors • Command and Control • Networking • Weapon Systems • Effectors • System Integration (Test and Reference Service) • Counter Small Aerial Targets (C-SAT) Should your Organisation wish to attend the initial Market Interest Day please register via the following link: DSP Self Registration Portal - AWARD (commercedecisions.com) Companies already in the Land GBAD Industry Data Room do not need to re-register via this link; they can notify the Authority of their interest in the Industry Day by raising a clarification within AWARD. Industry attendance will be limited to 2 attendees per company with requirement for confirmation of extant Security Clearance. Upon registration you must also confirm your system(s) are mature in accordance with NASA Defined Technical Readiness Level 7 to 9 (TRL 7 to 9) and sign a Non-Disclosure Agreement (NDA) in advance of attending this event.
