Description

Blackburn with Darwen Council, Blackpool Council and Lancashire County Council (the Constituent Councils) are seeking a 'level two' devolution for the county of Lancashire from the government. To progress the devolution deal for Lancashire, under the Levelling-up and Regeneration Bill, a consultation is required. The bill places a duty on the Constituent Councils to conduct a public consultation on the proposal to create a Combined County Authority (CCA) in Lancashire, across the whole area of the proposed CCA and prior to submission of the proposal to the secretary of state. The consultation must comply with the consultation provisions in the bill and the common law principles that govern consultation by public bodies, commonly referred to as the 'Gunning principles'. The consultation will be used to explain the CCA proposal to residents and other interested parties, and to encourage a wide range of stakeholders to respond to the consultation. A proposal document will outline the proposals for devolution to the CCA, what they mean and how respondents can feedback on the content.
