Total Quantity or Scope
The West London Waste Plan 2015 is now due for renewal. There are seven authorities who have adopted the current West London Waste Plan (WLWP) and all seven have agreed a joint approach to its renewal with the West London Alliance, hosted by Ealing Council, leading the project on their behalf.We are now seeking specialist consultants, with a proven history of delivering Waste Plans, to complete the renewal of the WLWP. The authorities require delivery of the new plan in five packages.1. Technical evidence base, call for sites and engagement. 2. Drafting the first revision WLWP for Reg 18, inc Sustainability Appraisal, Equalities Impact Assessment, Flood risk, Duty to cooperate. Etc.3. Analysis of Regulation 18 consultation responses and updating documents to produce a Regulation 19 WLWP for public consultation.4. Analysis of consultation responses and updating documents to produce a Regulation 22 (Submission) WLWP5. Examination support and updating document for adoption.For package 2, consultants are encouraged to employ third parties for the assessments (Sustainability Appraisal, Equalities Impact Assessment etc) or prove sufficient independence from the authors of the WLWP. It cannot be known how much assistance will be required during examination so a flexible option will be necessary. The authorities expect to work closely with consultants and prefer fortnightly updates. Consultants will also be required to show how they will adapt to potential planning changes, specifically around the submission of local plans, after June 2025. The authorities will reserve the right to terminate the contract without reason at the end of each work package. The new WLWP must comply with all national and regional policies/guidance.The seven authorities are:• LB Brent• LB Ealing• LB Harrow• LB Hillingdon• LB Hounslow• LB Richmond• Old Oak and Park Royal Development CorporationWe estimate there is three years work, allowing time for consultations and redrafting, but delays due to governance and following submission should be anticipated.We intend to take an open route to tender and are keen to have indications of interest and estimated/projected costs.Tenders are expected to go out in January with work to commence in March 2023.Questions1.
