Legal Justification
Defence Support (DefSp) Futures Research and Experimentation, United Kingdom Ministry of Defence (UK MOD) is intending to place a contract with Wastewater Fuels Limited (WWF Ltd) to test the efficiency of their previously developed treatment technology capable of extracting clean energy from wastewater from TRL6 laboratory environment to TRL6 live field environment and has an estimated value of £329,500.00. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice, due to technical reasons (regulation 32(2)(b)(ii)) relating to specific know-how, Wastewater Fuels Limited being the only organisation able to meet the requirements of the Futures Research and Experimentation programme. WWF Ltd have produced equipment which has been tested in the lab environment and this requirement builds on that work by continuing the test in a live field environment. WWF Ltd is the only contractor which can perform this requirement, having the necessary rights to the relevant technology & equipment.
