Description

The London Borough of Waltham Forest (“the Authority”) are seeking Tenders from suitably experienced and qualified organisations for the provision of cycle training and associated active travel services. This Framework is being set up to provide an easy-to-use mechanism for local authorities, NHS organisations and housing associations in London and the Home Counties (the Buyers) to appoint a Service Provider(s) to deliver cycle training and complementary active travel initiatives in their respective area. In order to meet the goal of the Mayor’s Transport Strategy of 80% of all trips in London to be made on foot, by cycle or using public transport by 2041, there needs to be a significant modal shift in the number of people cycling alongside other active travel modes. This Framework is also intended to support the growth in emerging sustainable transport modes and e-mobility services to further reduce ownership and usage of private vehicles. The contract shall commence February 2024 and shall continue up to and including the January 2028 (“the Contract Period”). There are two Lots available on this Framework: • Lot 1 is for the appointment of a Service Provider(s) to deliver core cycle training services on behalf of the Buyers. The Service Provider must be able to deliver all elements of Lot 1. • Lot 2 is subdivided into 12 separate active travel initiatives. Service Provider(s) are able to bid to deliver one or more complementary active travel services listed on behalf of the Buyers

Lot Division

1 Core Cycle Training Services
  • Value: £6M

Lot 1 is for the appointment of a Service Provider(s) to deliver core cycle training services on behalf of the Buyers. The Service Provider must be able to deliver all elements of Lot 1. 2 All Ability Cycle sessions
  • Value: £268K

The Service Provider(s) is to deliver All Ability Cycling sessions at sites and for participants specified by the Buyer. The main aim is to provide inclusive cycling for all, regardless of confidence or ability The associated deliverables for Lot 2a are described within procurement documents (Specification) of the Framework Contract.

3 Safer Urban Driver training sessions
  • Value: £80K

SUD is essential training for all commercial drivers operating HGVs regularly in the urban environment and where there are high volumes of vulnerable road users, such as cyclists and pedestrians. During this course Participants gain a first-hand experience of the urban environment as they are put into the cyclists’ shoes The associated deliverables for Lot 2b are described within procurement documents (Specification) of the Framework Contract.

4 Cycle maintenance courses
  • Value: £160K

The Buyer would like to offer cycle maintenance courses to Participants who they specify are eligible to join the courses. The associated deliverables for Lot 2c are described within procurement documents (Specification) of the Framework Contract.

5 e-Mobility training
  • Value: £140K

The Buyer would like to offer e-Mobility training sessions to participants. E-Mobility is an emerging sustainable mode of transport The associated deliverables for Lot 2d are described within procurement documents (Specification) of the Framework Contract.

6 Maintenance of Buyer’s cycle fleet
  • Value: £120K

Buyer owned fleet of cycles which are used to facilitate the delivery of cycle training, cycle maintenance courses and other cycling based activities specified by the Buyer The associated deliverables for Lot 2e are described within procurement documents (Specification) of the Framework Contract.

7 Led Rides and Event Support
  • Value: £252K

The Buyer would like to offer a programme of guided cycle rides within their area. The associated deliverables for Lot 2f are described within procurement documents (Specification) of the Framework Contract.

8 Specialist and/or targeted cycle training
  • Value: £200K

Lot 2g covers specialist and/or targeted cycle training as specified by the Buyer. This may include training for specific demographics, ages or abilities, for example women’s-only cycle training or cycle training for over 60’s The associated deliverables for Lot 2g are described within procurement documents (Specification) of the Framework Contract.

9 Ride Leader training
  • Value: £60K

Lot 2h covers ride leader training for individuals or groups as specified by the Buyer The associated deliverables for Lot 2h are described within procurement documents (Specification) of the Framework Contract.

10 Pedestrian Safety training
  • Value: £180K

Lot 2i covers pedestrian skills training to identified groups of children and residents. The associated deliverables for Lot 2i are described within procurement documents (Specification) of the Framework Contract.

11 Kick-Scooter training
  • Value: £60K

Lot 2j covers kick-scooter training to primary school aged pupils to enable Participants to learn skills and gain confidence to use a kick-scooter as a safe and active mode of transport The associated deliverables for Lot 2j are described within procurement documents (Specification) of the Framework Contract.

12 Road Safety Theatre in Education
  • Value: £340K

Lot 2k covers road safety theatre in education performances to identified groups of children and young adults. The associated deliverables for Lot 2k are described within procurement documents (Specification) of the Framework Contract.

13 Dr Bike maintenance sessions
  • Value: £1M

Lot 2l covers delivery of Dr Bike sessions to ensure that cycles are maintained to a minimum standard and considered ‘roadworthy’ for use. The associated deliverables for Lot 2l are described within procurement documents (Specification) of the Framework Contract.
