Description

Hydrometry Framework The Coal Authority (TCA) was established by Parliament to undertake specific statutory duties, set out in the Coal Industry Act 1994, associated with licensing coal mining operations; managing property and the historic legacy arising from the ownership of the coal reserves and underground workings; settling subsidence damage claims and providing access to coal mining information. The Authority is funded by Grant-in-Aid from the Department for Energy Security and Net Zero (DESNZ). The Authority takes pride in its achievements, quality and motivation of staff, and is focused on delivering its high level objectives sustainably. Requirement Overview As part of our work, we require the provision of Hydrometric monitoring services, and are thus seeking to appoint suppliers to a framework which will run for 4 years from early 2024. Deliverables from this Framework are to provide a service(s) to undertake Hydrometric Monitoring for the Coal Authority, at coal and metal mine sites across the UK. The Framework will be divided into 6 lots. 1 Options Assessment, design and build 2 Weirs and Flumes 3 Loggers, Water Level Sensors, Rain Gauges, velocity sensors and Water Quality Sensors 4 Spot Flow Gauging and Water Quality Sampling 5 Flow meter verification 6 Hydrometric Monitoring (General Lot) Framework Users The primary users will be the Authority's Operations directive. However, other departments, may use the Framework. This Framework will also be available for use by National Resource Wales (NRW) for similar types of services in relation to current and historic coal and non-coal mining operations.

Lot Division

1 Options Assessment, design and build
  • Duration: 4 year

Site survey, options report, detailed design and then construction.

2 Weirs and flumes
  • Duration: 5 year

Installation, maintenance and decommissioning of weirs and flumes in accordance with ISO standards/ MCERTS.

3 Loggers, water level sensors, rain gauges, velocity sensors and water quality Sensors
  • Duration: 5 year

Installation, calibration, maintenance and decommissioning of loggers, water level sensors, water quality sensors, velocity sensors and rain gauges. Installation may include confined space entry.

4 Spot flow gauging and water quality sampling
  • Duration: 5 year

Spot flow gauging (salt dilution gauging, current meter gauging and ADCP) and water quality sampling programmes, in accordance with ISO standards.

5 Flow meter verification
  • Duration: 5 year

Verification of pipe flow meters at our pumped Mine Water Treatment Schemes, using either clamp on meters, insertion meters or similar, and of our radar meters installed at weirs/ flumes, using a datum/ bounce plate.

6 Hydrometric monitoring (General Lot)
  • Duration: 4 year

For Projects which include aspects of more than 1 of the other Lots. All suppliers who are successful for the above Lots will be added to this Lot.

Other Information

This is a non-exclusive framework agreement, and the Coal Authority is unable to guarantee the volume and value of allocated work. Tenderers may submit a bid for single, multiple or all Lot(s). We may also split some of the Lots regionally, so suppliers do not have to necessarily be able to cover the whole of the UK. The estimated framework value, over a 4 year period, is £9.5m.
