Description
Rhondda Cynon Taf County Borough Council, acting as lead authority on behalf of ‘Dyfodol Gwyrdd Glân’ meaning ‘Clean Green Future’ a partnership of Welsh Local Authorities in collaboration with the Welsh Government is seeking to develop and deliver an affordable sustainable solution for the long-term treatment/recycling of Absorbent Hygiene Product (AHP) waste (the Project). Aiming to deliver sustainable infrastructure provision and an economically and environmentally advantageous outcome for Wales as a whole. A contract will be procured for the Design, Development and Installation of Technology for a treatment/recycling solution for separately collected AHP waste from 17 Participating Authorities across Wales. The Contractor will also be required to provide ongoing technical and other support services. The current Participating Authorities are: 1. Isle of Anglesey County Council 2. Blaenau Gwent County Borough Council 3. Bridgend County Borough Council 4. Cardiff Council 5. Carmarthenshire County Council 6. Ceredigion County Council 7. Conwy County Borough Council 8. Denbighshire County Council 9. Flintshire County Council 10. Gwynedd Council 11. Monmouthshire County Council 12. Neath Port Talbot County Borough Council 13. Newport City Council 14. Pembrokeshire County Council 15. Powys County Council 16. Rhondda Cynon Taf County Borough Council 17. City and County of Swansea Council One or more of the five Welsh local authorities, listed below, may join the Project in the future: 1. Caerphilly County Borough Council 2. Merthyr Tydfil County Borough Council 3. Torfaen County Borough Council 4. Vale of Glamorgan Council 5. Wrexham County Borough Council Once installed, the facilities will be operated and maintained by Public Sector Organisations, with ongoing operational and maintenance support to be provided by the Design / Technology Contractor for a prescribed period.
Total Quantity or Scope
The aim of the Project is to procure a Contractor to Design, Develop and Install the technology for an AHP Waste treatment/recycling solution for All Wales. The contractor will work with us to provide a detailed design for the installation of their technology and provide commissioning for two AHP processing facilities in Wales. The Contractor will also be required to provide technical and other support services to ensure the installation is successfully completed and the process is operational to deliver the required outputs. Once installed, the facilities will be operated and maintained by Public Sector Organisations, with ongoing support and maintenance to be provided by the Design / Technology Contractor for a prescribed period. Background The amount of waste generated by the use of AHP can make up to 9% of the kerbside collected municipal residual waste in Wales which is estimated to yield around 21,000 tonnes in total per annum from the currently Participating Authorities across Wales. The project will be seeking technical solutions from interested national and international specialist companies to design, provide and install an AHP treatment process to treat AHP waste at two facilities in Wales; approximately 5000 tonne requirement in the north of Wales and 16,000 tonnes in the south. The process is required to treat AHP products including nappies and adult hygiene products which are traditionally collected as part of the residual waste stream for disposal by landfilling or energy from waste treatment (incineration). This niche waste product is an area of growing consideration by local authorities and the Welsh Government as they seek affordable and sustainable solutions to this separately collected fraction of the waste stream. The aim of the project is that a solution is provided to Participating Authorities that: - recycles AHP waste into an end-product with a proven market - reduces residual waste to disposal and achieves a minimum demonstrable recycling rate. - enables a reduced carbon impact for Wales. - supports the green economy, generates community benefits and creates employment within Wales. - is affordable to as many Participating Authorities as possible. As part of the project, 2 sites have been identified as sites to build and operate a treatment facility or facilities, they are: 1) Bryn Pica, near Aberdare Rhondda Cynon Taf - South Wales 2) Waen, near Rhaullt Denbighshire - North Wales Any candidate interested in the Project, must be able to fulfil the minimum requirements detailed within the Selection Questionnaire and the Information Memorandum. Any candidate that passes Selection Stage and receives an Invitation to Tender must be able to demonstrate how they will deliver the Minimum Requirements at tender stage. Any candidate or tenderer unable to comply with the Minimum Requirements will be excluded from the procurement process. Candidates should note, the Project is not permitted to negotiate the Minimum Requirements. There will be no amendment made to the Minimum Requirements throughout the procurement process.

Any contract award will be conditional on the Contract being approved in accordance with the Project's governance internal approval procedures and Rhondda Cynon Taf County Borough Council being generally able to proceed following the mandatory 10 day standstill period before sending confirmation of contract award to the successful Contractor.
