Description

The Guinness Partnership Limited (TGP) and all of its subsidies are seeking to establish a framework of suppliers to provide Pest Control Services to TGP, other companies in the TGP Group and other third party framework users. The primary aim of the service is the eradication and prevention of pests, both in communal areas and within resident properties. In the main, the services will be on an ad hoc basis as required, however in some areas a scheduled service on a monthly basis as a minimum may be required. The framework term will be for four years and is to be divided into seven geographical lots.

Lot Division

1 Pest Control - Greater Manchester

The requirements comprise all pest control related services to Guinness properties within Greater Manchester. There are currently a total of 386 Guinness schemes with 12,428 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

2 Pest Control - Northwest

The requirements comprise all pest control related services to Guinness properties within the North West (excluding Greater Manchester). There are currently a total of 166 Guinness schemes with 8,255 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

3 Pest Control - Yorkshire, Nottingham, Lincolnshire

The requirements comprise all pest control related services to Guinness properties within Yorkshire, Nottingham and Lincolnshire. There are currently a total of 455 Guinness schemes with 10,880 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

4 Pest Control - Home Counties

The requirements comprise all pest control related services to Guinness properties within the Home Counties. There are currently a total of 259 Guinness schemes with 9,006 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

5 Pest Control - London

The requirements comprise all pest control related services to Guinness properties within London. There are currently a total of 176 Guinness schemes with 8,933 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

6 Pest Control - Southeast and South Coast

The requirements comprise all pest control related services to Guinness properties within the Southeast and South Coast. There are currently a total of 327 Guinness schemes with 8,909 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

7 Pest Control - Southwest

The requirements comprise all pest control related services to Guinness properties within the Southwest. There are currently a total of 449 Guinness schemes with 11,007 properties. No guarantee is given on the volume of services that may be required during any resulting call off contract by Guinness and no guarantee is given on the volume of work generated by Other Users of the framework.

Renewal Options

The contract will be managed through Key Performance Indicators. In the event of a supplier performance failure resulting in the termination of a framework agreement or Call-off Contract, a supplier in another lot may have its framework agreement scope extended to include the lot in which the failure occurred without re-opening competition. This may be transferred wholly into another lot or divided amongst the other lots depending on supplier capacity, price and performance. Should a supplier become insolvent during the term of the framework, Guinness reserve the right to transfer the scope of that lot to a supplier in another lot without re-opening competition. In year four of the framework agreement, Guinness and any other Other User may enter into a call off contract for up to a further two years.

Other Information

This framework is being procured by the Guinness Partnership Ltd., a registered Charitable Community Benefit Society registered number 031693R, whose registered office is at 30 Brock Street, Regent's Place, London, NW1 3FG (“Guinness”). This framework is being procured by Guinness for and on behalf of the following entities (“Other Users”) who will all be entitled to conclude contracts based on this framework agreement: • Any and all subsidiaries and entities within Guinness’ group of societies and companies (“the Guinness Group”), including but not limited to: o The Guinness Partnership Ltd. (Company No: IP031693R) o City Response Ltd., Trading As Guinness Property (Company No: 04471280) o Guinness Care and Support Ltd. (Company No: IP30337R) o Guinness Developments Limited (Company No: 04175094) o The Guinness Housing Association Limited (Company No: IP17017R) o Guinness Homes Limited (Company No: 05710006) o Guinness Platform Limited (Company No: 06411652) o Hallco 1397 Limited, Registration (Company No: 05998281); and o Any existing and future entities which are contracting authorities within the Group; • Social housing providers in the UK (both those that are in existence now and those that may be in existence in the future) – ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered providers which are listed on the regulator of social housing website and ALMOs and local authorities with retained social housing; and • Any wholly owned subsidiaries of any of the above organisations which are contracting authorities. Other Users (save for those within The Guinness Group) must enter into a Joining Agreement with Guinness before they conclude contracts under the framework agreement. Potential tenderers should note that Guinness does not guarantee any specific volume of work under this framework arrangement either from itself or Other Users. Guinness reserves the right to abandon this procurement at any time. Guinness shall not, under any circumstances, be responsible for bidders tendering costs or any other costs or losses arising from such abandonment.
