Description
East Ayrshire Council, on behalf of its service delivery organisation known as the East Ayrshire Health and Social Care Partnership requires to establish a Framework Agreement to provide Care at Home and Housing Support services across East Ayrshire for the purpose of ‘Option 3’ within The Social Care (Self-directed Support) (Scotland) Act 2013, ie the Individual chooses for the Council to select the appropriate support and arrange it for the Individual.
Lot Division
1 | Geographical Areas with Block Hours Care at home and housing support encompasses personal and community support including practical and personal care and support which enables individuals to do things for themselves, rather than doing things to or doing things for individuals. Lot 1 of the Framework will be split into 8 block areas with 2 guaranteed block contracts in each within East Ayrshire and Service Providers will be able to apply for one or more areas, but will not be eligible for 2 block contracts within a single area (refer to the Framework Description/Specification for details). The Framework will be flexible to allow new entrants to join Lot 1 on an as required basis (refer to Operation of Framework section within the ITT documents). |
2 | Ad Hoc Call Off Services Care at home and housing support encompasses personal and community support including practical and personal care and support which enables individuals to do things for themselves, rather than doing things to or doing things for individuals. Lot 2 of the Framework will be for ad hoc call off services as and when required which will be smaller total volume care packages which are out with the block contracts of Lot 1. However Service Providers within Lot 2 will have the opportunity to apply for a geographical block area in Lot 1 should a new Service Provider be required for a specific block area; in these circumstances a mini tender would be carried between all the existing Service Providers within Lot 2. It should be noted that the Council does not guarantee any level of service within Lot 2 or that there will be an opportunity to be included in Lot 1. The Framework will be flexible to allow new entrants to join Lot 2 annually. |
