Cardiff and Vale University Health Board (CVUHB) stands as one of the largest NHS entities in the United Kingdom, catering to the daily health needs of approximately 472,400 residents in Cardiff and the Vale of Glamorgan. Cardiff and Vale are looking to award a contract for Phase 3 of the refit program after the successful completion of Phase 1 & 2.
Total Quantity or Scope
The Refit initiative operates based on the concept of identifying substantial energy-saving initiatives, followed by soliciting bids from potential Service Providers within the Refit framework. Funding for these initiatives is secured through the Salix funding mechanism. Functioning as a spend to save program, Refit ensures that the energy conservation measures implemented yield guaranteed annual energy savings from the Service Provider

Legal Justification
Under the original tendering process Vital Energi Utilities Ltd were appointed for both previous Refit Phases and the necessary procurement reports and approvals were sought. In order to undertake the Refit Phase 3 program Vital would be the preferred service provider as per the following rationale: Vital has prepared the Phase 3 program including the necessary technical studies and modelling. Vital have demonstrated their capability and expertise to deliver a scheme of this complexity. As Refit Phase 3 would be a continuation of the strategy and decarbonisation measures undertaken by Vital, it is beneficial from the aspects of technical consistency and compatibility to appoint Vital for this further program of work. Regulation 32 (5b) of the Public Contract Regulation permits Vital to be appointed for this further phase of work following a publication of a Contract award notice on Sell2Wales. Consequences of not awarding the contract: Loss of annual cost and carbon savings of 603k GBP and 477 tonnes respectively. Net savings following the payback milestone after a period of 11 years. With Energy prices likely to rise continuously over the next 10 years, the real net annual savings would probably exceed the annual Salix Payments. Welsh Government Energy Services have indicated that the opportunity to fund a program of this scale in only available if the Salix Application is submitted in January 2024 and the program commences in March 2024, otherwise funding constraint from April 2024 may result in no funding being available for next couple of years.
