Description

East of England NHS Collaborative Procurement Hub is seeking to award a framework for Transforming Organisations, Partnerships & Systems – Multi-Speciality Support & Advisory Consultancy Services.

Lot Division

1 Sustainable Services Modelling, Design & Improvement

Support related to operational delivery, development and transformation of services including matters of business/service improvement and performance. Service innovation reviews to assist Contracting Authorities achieve a step change in performance and/or quality of service delivery, strengthening and broadening planning and service delivery vision, and/or providing access to efficiency benefits and/or savings.

2 Strategy, System Leadership, Governance, & Integrated Assurance

Support for the leadership and management of organisations, including matters of corporate/organisational governance and strategy, developing systems and cultures to build organisations, teams and individual learning and performance.

3 Training, Quality Assurance and Consultation Services

Support for the strategic service planning of organisations including matters of organising and delivering relevant engagement communications, training, and quality assurance. Through securing feedback and development information, change and refinement can be implemented.

4 Commercial, Financial and Analytical Related Advisory Services

Support in regard to commercial, financial and analytical review. Provision of support mechanisms for both planning, development and delivery activities based on a Contracting Authorities core service functions and service delivery, as well as future service development and partnership arrangements. Through systematic, quantitative and visual means, decision analysis tools can be utilised to consult on strategic business decisions.

5 Procurement and Supply Chain Services

Support in regard to ad-hoc procurement services and a “turn-key” service which both provide access to expert procurement and commercial knowledge, strategies, support, with provision of an e-procurement/e-tendering portal for PCR, PSR, Procurement Act and future legislation compliant tendering. Services to be taken up could be for single procurement and procurement project support or for longer term procurement service provision.

6 Workforce Transformation

Internal advisory services and support with evolving efficiency incentives that become relevant to publicly funded organisations during the lifetime of the framework. In health for example, this would encompass but not be limited to alliances through Government direction including but not limited to Integrated Care Boards (ICBs), Integrated Care Systems (ICSs), Integrated Care Partnerships (ICPs) and other programmes and principles being explored by Commissioners and Providers of publicly funded services.

7 Communications and Engagement Delivery

Support for organisations through facilitation of service delivery of communication, engagement and consulting services. Service provision includes carrying out matters relevant to securing and delivering appropriate and compliant community engagement and communication activities. Service provision will provide clear audit process to the Contracting Authority that communication and engagement has been secured and acted on in a compliant way.

8 Multi-Disciplinary Consultancy Services

Multi-disciplinary consultancy and advisory services, covering the supply of a broad range of consultancy and advisory services where the scope of the requirement covers at least 2 or more of the specialist areas covered in Lots 1-7, and/or where the scope of the work involved was particularly wide ranging and broad in its nature such that the scope of the service required was not able to be procured solely under any one of the specialist individual Lots 1-7.

Renewal Options

The initial term is until 23/04/2027 with an optional extension of 1 x 12-months.

Other Information

EoECPH wishes to provide support to the NHS and the wider arena of publicly funded services with the provision of innovative transformation and consultancy services to assist them in meeting system challenges they face, both now and in the future. The purpose of this procurement is to secure service providers who will support Contracting Authorities of publicly funded entities meet requirements set against them in pursuit of their day-to-day activities, as well as organisational and service transformation, redesign, and modelling, within the constantly evolving landscape of public/person centric services.
