Description

Transport UK Holdings Limited (TUK) wish to undertake a group procurement exercise to explore the benefits of aggregating the mains metered electricity and natural gas volumes of Abellio East Anglia Limited, Abellio East Midlands Limited and West Midlands Trains Limited (TOCs) under a single approach to the supply market. TUK will not directly enter into supply contracts and the legal entities for any resultant contract(s) awarded will be the following TUK owned TOCs: 1. Abellio East Anglia Limited 2. Abellio East Midlands Limited 3. West Midlands Trains Limited The estimated annual consumption aggregated over all three TOCs is as follows: Half Hourly Electricity - 38 GWh Non-Half Hourly Electricity - 6 GWh Natural Gas - 20 GWh The Contract duration will be for a minimum period of 6-months commencing 1st April 2024. Prices for 12-month and 24-month Contract durations will also be requested. Subject to any changes notified to Bidders in accordance with the Tender Conditions, the following indicative timescales shall apply to this Procurement Process. The activities and dates outlined below are for information purposes only and may be subject to change. Publication of Tender Opportunity - 26/01/2024 Deadline for submission of Clarification Requests - 16:00 hrs on 12/02/2024 Final date for response to Clarification Requests - 16:00 hrs on 16/02/2024 Closing date for submission of Tender Proposals - 16:00 hrs on 26/02/2024 Issue of Notifications of Contract Award(s) and Commencement of Standstill Period - 08/03/2024 End of Standstill Period - 18/03/2024 Commencement of Contract(s) - 01/04/2024 The criteria for Bidder selection will be the most economically advantageous tender taking into account compliance to the specification requirement together with service support package. 1 Individual Commodity Bid for each Train Operating Company

Lot 1 - Individual Commodity Bid for each Individual Train Operating Company (TOC) Supplies of the following commodities are required to all TOCs: Half Hourly Electricity Non-Half Hourly Electricity Natural Gas Individual prices for both Conventional and 100% Renewable Energy will be requested per commodity per TOC requirement as detailed within the Tender documents. Bidders may submit prices for any of the commodity requirements per TOC and in isolation.
2 Individual Commodity Bids for all Individual Train Operating Companies Combined

Lot 2 - Individual Commodity Bids for all Individual Train Operating Companies (TOCs) Combined. Supplies of the following commodities are required to all TOCs: Half Hourly Electricity Non-Half Hourly Electricity Natural Gas Individual prices for both Conventional and 100% Renewable Energy will be requested per commodity for all TOC's combined requirement as detailed within the Tender documents. Bidders must submit prices for the individual commodity requirement for all three TOCs based on their aggregated consumption.
3 All Commodity Bid for all Train Operating Companies Combined

Lot 3 - All Commodity Bid for all Train Operating Companies (TOCs) Combined. Supplies of the following commodities are required to all TOCs: Half Hourly Electricity Non-Half Hourly Electricity Natural Gas Individual prices for both Conventional and 100% Renewable Energy will be requested for all commodities for all TOC's combined requirement as detailed within the Tender documents. Bidders must submit prices for the total commodity requirement for all three TOCs based on their total combined aggregated consumption.
