Description

A pre-market consultation questionnaire to support the procurement of a Strategic Research, Economics and Evaluation Framework to provide economic, research and evaluation services specific to the housing sector and Homes England’s Mission and Objectives as set out in the Strategic Plan. This will cover Appraisal, Evaluation, Economic Advice and Modelling, Research and Survey services.

Total Quantity or Scope

Homes England intends to procure a framework to replace the current Strategic Research and Analysis Framework with a 4-year term. The purpose of the Prior Information Notice ("PIN") is to issue a pre-market consultation questionnaire to understand the level of appetite within the market for the following Framework requirements. The purpose of the framework is to obtain research, economic and evaluation services specific to the housing sector and Homes England’s role in helping to deliver the homes the country needs, supporting the government’s broader levelling up agenda and working with partners to support the creation, regeneration, development and continued wellbeing of communities. The services will be required to diagnose the rationale for intervention, including establishing clear market failures, assess options including the best way for Homes England to intervene (loan, grant, acquisition, master-developer), assess impacts, undertake cost benefit analysis and overall value for money assessment (including non-monetised benefits). This is in accordance with HMT Five Case Model, co-ordinating and analysing inputs from the other four cases to incorporate into a Full Business Case. The FBC will use a balanced scorecard approach to set out the final recommendation. The framework will be used to provide economic appraisals, evaluations, impact assessments and economic modelling. It will also be used to provide primary research and surveys that are housing sector specific to provide a broad range of analysis disciplines with a focus on helping to better inform policies and interventions. This could include for example, market analysis, reports on the construction sector, MMC, affordable housing, wider benefits of housing.
