Description
Installation and upgrade SERO energy devices to be project managed, supplied and retrofitted into homes to transmit data from retrofitted homes which in turn could inform future residential decarbonisation policy approaches
Total Quantity or Scope
The Welsh Government’s Optimised Retrofit Programme (ORP) works with Registered Social Landlords (RSLs) and local authorities (LA’s) with the aim of installing a variety of home decarbonisation measures to existing social housing stock. It considers the fabric or materials that homes are made from, and the way heat and energy are stored and reaches homes. SERO were originally contracted for energy devices to be project managed, supplied and retrofitted into homes, the installed energy devices transmit data from retrofitted homes which in turn could inform future residential decarbonisation policy approaches. This contract with Welsh Government and Sero is for the support installation and upgrade of the previous devices for the purpose of information & data gathering within social housing premises associated with the Optimised Retrofit Programme. The energy devices (known as BEE Version 2’s need to be upgraded and installed to 2,321 energy devices belonging to an Optimised Retrofit Consortium of Social Housing landlords.

Legal Justification
The Negotiated Procedure Regulation 32(2)(5)(b) of the Public Contract Regulations 2015 applies: (32) Use of the negotiated procedure without prior publication (2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:- Additional grounds relevant to public supply contracts (5) The negotiated procedure without prior publication may be used for public supply contracts— (b)for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance; By upgrading existing SERO BEE’s (a version of energy devices that only SERO own) WG will avoid the risk of disproportionate technical difficulties in operation and maintenance. In March 22 POBL (the main lead grant holder for the landlords) established the collaboration agreement with SERO for energy devices (in line with Welsh Government data requirements) to be project managed, supplied and retrofitted into homes. The purpose of the installed energy devices was to transmit data from retrofitted homes which in turn could inform future residential decarbonisation policy approaches. During the timeframe of the legacy ORP tranches, the supply and installation of the energy devices conducted by SERO to the landlord’s housing stock was significantly impacted by chip shortages, COVID, and delays in undertaking the retrofit works, and queries regarding GDPR requirements.The energy devices (known as BEE Version 2’s) have been impacted by a change in technology. There are more than 2000 of the devices affected with their operability compromised by external factors outside the scope and control of the Consortium and SERO.
