Description
The Care Act 2014 emphasizes the obligation of local authorities to provide or arrange services that prevent individuals from developing care and support needs, reduce the demand for long-term social care support, or delay the progression of conditions that require ongoing care and support.Hertfordshire County Council manages a diverse property portfolio for the Adult Disability Service, consisting of over 100 properties. These properties range from townhouses to purpose-built homes, some of which have up to 30 individual bedrooms. In alignment with the Adult Disability Service Accommodation Strategy, there is a recognised need to assess this property portfolio through the lens of Connected Lives. There exists a requirement to explore and assess the potential options related to the disposal of all or part of the portfolio and the consequent provision of support and cost effectiveness of that option.
Total Quantity or Scope
Hertfordshire County Council (the 'Council') is carrying out Pre-Procurement Market Engagement for Supported Living Strategic Review.The Council is seeking input from the market as to what might be the most attractive way of packaging and scoping any future opportunity for contracts. This input will help inform any resultant procurement process.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process, and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.Further information can be found within the attached documentation. You are invited to submit a completed questionnaire by 12 noon on 23rd February 2024.Organisations which feel that they may be able to deliver the Outcomes and would like to attend an individual meeting with the Council should email their request via email tarn.gascoyne@hertfordshire.gov.uk by 12:00 noon on the 19th Feb 24. Please note that attendance requests for the subsequent supplier meetings on the 26 Feb – 1Mar (which should be no more than 2 representatives from each organisation) will last no longer than 60 minutes. In order to participate in this PPME, organisations must submit their completed Supplier Questionnaire, together with any supporting documents, through the In-Tend system by the return deadline of 12.00 Noon 23rd February 2024.Please make sure that you have submitted your Supplier Questionnaire following the instructions above. The Council will not be held accountable for any errors made by an organisation in submitting their Supplier Questionnaire. The Council will consider the feedback received to help inform the Council’s options and further decision making.
