The Termination of Pregnancy Service is a compassionate and confidential healthcare service designed to support individuals facing unplanned or challenging pregnancies. The services encompass a range of options, including counselling on reproductive choices, medical assessments, and access to safe and legal termination procedures. The service prioritises the well-being and autonomy of service users, offering a supportive and understanding environment throughout the decision-making process and striving to empower individuals to make informed choices about their reproductive health, promoting dignity and confidentiality. LLR ICB are intending to award a contract to an existing provider following PSR direct award process C. The name of the existing provider is British Pregnancy Advisory Service (BPAS). The whole lifetime value of the contract for 12 months is £2,095,158.00 The contract length is from 1st April 2024 to 31st March 2025.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 15th February 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The Services to which this Advertisement relates fall within the scope of Schedule 1 of the HealthCare Services (Provider Selection Regime) Regulations 2023. As such this contract notice is being published in accordance with the Provider Selection Regime Regulations as described within schedules 2-14. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 15th February 2024, and should be submitted in writing to raj.sandhu@nhs.net This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The decision to award these contracts was made by LLR ICB's Strategic Commissioning Group on 23/1/2024, which has delegated authority from the LLR ICB Board. The Contracting Authority has applied equal weighting to the key criteria. The Contracting Authority has assessed the provider's suitability and technical / professional ability to undertake this service based on their current activities and performance, against the key criteria and basic selection criteria when making a decision to award this contract. The provider's economic and financial standing has been considered in proportion to the contract value and terms. The assessment demonstrates that the provider has been, and is likely to continue to satisfy the requirements of the contract. The intention to award the contract is made on this basis. Conflicts of interest were identified among LLR ICB Strategic Commissioning Group 23/01/2024. The non-conflicted members assessed the nature and risk of this conflict, and decided what steps to take to avoid and manage it. The ICB took the step to exclude the conflicted member from related discussions, and excluded the conflicted member from decision-making.
