Description

The City of Doncaster Council is to establish a Flexible Procurement System (FPS) for the Provision of Children's Specialist Education Services under the light touch regime. The FPS for the Provision of Children's Specialist Education Services is part of the continuum of services that support children, young people, and their families. It provides a structured and organised approach that outlines the principles, guidelines, and strategies for providing specialist education provision to children and young people with unique learning needs or specific challenges such as school avoidance, trauma response behaviour or other emotional or behaviour concerns. This framework serves as a blueprint for designing, implementing, and evaluating educational programs that are tailored to address the diverse requirements of these children and young people, ensuring that they receive effective and targeted support in their learning journey.

Lot Division

1 Lot1: Alternative Provision - Engagement / Reintegration

The purpose of Engagement and Re-Integration is to establish a connection/rapport with the learner and with the mainstream setting which can be built on to move towards reengagement with learning in the short term.

2 Lot2: Alternative Provision to support Special Educational Needs and Disabilities (SEND)

Alternative Provision to support Special Educational Needs and Disabilities (SEND) Short / Medium / Long Term reintegration and / or reengagement.

3 Lot3: Key Stage 4 Pupil Referral Unit

Key Stage 4 PRU's will work with secondary children and young people experiencing difficulties at their mainstream school, at risk of permanent exclusion or having been permanently excluded.

4 Lot4: Independent Special Schools

Providers will provide full-time education provision within a Department of Education (DfE) registered school on-site which meets the educational needs of an individual child or young person. Providers must have their own DfE number. Children and Young people placed within these provisions will be named on roll and the provision will be specified in Section I of the Education Health Care and Plan (EHC Plan).

5 Lot5: Residential Special Schools

Residential Special Schools will provide full-time education provision within a Department of Education (DfE) registered school which meets the educational needs of individual child or young person. Providers must have their own DfE number. Children and young people placed within these provisions will be named on roll and the provision will be named in Section I of the Education Health Care Plan (EHC Plan).

6 Lot6: Specialist Post 16 Provision

Young People with an Education Health Care Plan (EHC Plan). Where a child or young person’s needs cannot be met within the mainstream or specialist settings then alternative provision may be sourced to provide suitable post 16 provision. Young people placed within these provisions will be named on roll and the provision will be named in Section I of the EHC Plan.

7 Lot7: One to One Tuition

Support for Children and Young people who are not able to attend their usual school or setting for a variety of reasons. Tuition will be required for a short period, this may take place in the child’s home, online or other suitable venue. Tutors should be experienced and skilled in the use of tools to inform assessments, for example: gap analysis in core subjects.

8 Lot8: Supported Internships

Work-based study programmes that aim to support young people into employment. Supported interns are in full-time education and their supported internship work placements are part of their course. The aim of supported internships is to support young people with Education Health and Care plans to gain paid employment.
