Contract awarded to SHE Assure for a Health & Safety Management System commenced on the 22 May 2019. During 2023, SHE Assure rebranded to Evotix and a Change Control Notice was issued. Original contract awarded for £164k, however, during the initial term, additional services were purchased in line with the permitted modifications under the contract - total spend years one to five £181k. This VEAT notice is to inform the market that we are using the extension permitted within the contract, up to a total of five years. The extension will come into effect on 22 May 2024, with an end date 21 May 2029.

Legal Justification
The current contract with the Supplier supports an extension. Due to the additional services added to the contract during the initial term, in taking the extension the total value of the contract will be above threshold and the original contract was procured via a below threshold tender process. The Council requires ongoing use of the system for the full term of the contract as use is now embedded across the Council. Introducing a new system would have significant financial and resource implications for the Council and could result in a detrimental impact on the Council's ability to effectively manage health and safety across the organisation. The Council will be retendering the system at the end of the full term of the contract and will be able to implement any new arrangements in a properly planned and co-ordinated manner.
